eDumbe Local Municipality has published an open tender (EDUMT06/2026/27) inviting experienced Internet Service Providers to deliver reliable, secure, and high-speed internet connectivity across municipal offices and remote sites for a period of thirty-six months.

The tender seeks to establish a comprehensive internet connectivity solution supporting municipal operations, communication systems, and digital services . Bids close on 21 September 2026 at 12:00 PM, with no briefing session. Documents are available for free download from 21 August 2026 on the e-Tender portal and eDumbe’s website.
Connectivity Requirements
The successful bidder must supply, install, configure, and maintain both fibre and wireless connectivity across six municipal sites:
- Main Office (Site 1): Fibre, 200Mbps symmetrical, Edumbe Main Office, 10 Hoog Street
- Remote Fibre Sites (3): 50Mbps symmetrical connections to Planning, Tourism, and Traffic departments
- Wireless Sites (2): 8Mbps/3Mbps connections to Bilanyoni Site and Technical Department
Service Level Requirements
Bidders must commit to:
- Minimum 99% network availability per month
- 24/7 network monitoring
- 4-hour fault response for critical incidents
- Defined resolution timeframes in the Service Level Agreement (SLA)
- Advance notification for planned maintenance
- Redundancy and failover options
Mandatory Documentation
Bidders must submit a comprehensive package including :
- Valid SARS Tax Compliance Status PIN
- CSD registration report
- Valid ICASA (ICESA/IECNS/ECS) license (mandatory for further evaluation)
- ISO 9001:2015 certificate
- COIDA Letter of Good Standing
- Company registration and certified ID copies of directors
- Municipal rates clearance or proof of residence/lease agreements
Functionality Evaluation Criteria
Bids must achieve a minimum 70 points out of 100 to proceed . Evaluation covers:
- Company Experience (30 points): Minimum 3 reference letters for internet services in the RSA public sector
- Technical Support Capability (20 points): Comprehensive support model with helpdesk, escalation procedures, and SLA commitments
- Key Personnel Experience (30 points): Lead Technician qualifications (CompTIA Network+, CCNP) with 5+ years’ experience; Project Manager with IT degree and certification
- Accreditation Certificates (20 points): ICASA and ISO 9001:2015 certification

Preference Points (80/20 System)
Up to 20 preference points are allocated for Locality:
- 20 points: Business located within KwaZulu-Natal boundaries (valid municipal rates statement/lease agreement)
