Mogale City Local Municipality has issued an open tender (CORP (OHS) 04/2027) for the appointment of a service provider to render a comprehensive health and safety medical surveillances programme for its entire municipal staff complement. This strategic three-year contract aims to ensure the ongoing well-being and occupational safety of municipal employees on an as-and-when-required basis.

Scope of Works and Services

The successful service provider will implement a risk-based medical surveillance programme for approximately 1,730 municipal employees (with 10% growth provision). The scope includes baseline, periodic, exit, and ad hoc medical examinations. Services include:

  • Core screening: physical examination, vision screening, urinalysis, and health education
  • Risk-based tests: audiometry, spirometry, chest X-rays, drug and alcohol testing
  • Biological monitoring for specific exposures (lead, mercury, solvents)
  • Fitness assessments for safety-critical roles (drivers, plant operators, working-at-heights)
  • Vaccination programmes and TB screening
  • Comprehensive reporting and confidential record management

Compulsory Briefing Session

Attendance at the pre-bid clarification meeting is strictly mandatory. Bidders who fail to attend and sign the official attendance register will be summarily disqualified from the evaluation process.

Mandatory Requirements and Submission Documents

Bidders must submit the following documents:

  • Completed and signed MBD 1, MBD 4, MBD 6.1, MBD 8, and MBD 9 forms
  • Central Supplier Database (CSD) Registration Report
  • Municipal Rates and Taxes account (not older than 3 months) or valid lease agreement
  • Declaration: Certificate for Municipal Services (page 12)
  • Authority of Signatory or Board Resolution
  • Joint Venture agreement (if applicable)
  • Proof of attendance at the compulsory briefing session

Evaluation Criteria: Functionality, Price, and Specific Goals

Bidders must achieve a minimum of 14 out of 32 points on functionality to qualify for further evaluation. Functionality is assessed on:

  • Qualifications and experience of the proposed team: two Occupational Health Nurses (up to 10 points)
  • Qualifications and experience of the Occupational Medical Practitioner (up to 4 points)

The 80/20 preference point system applies, with 80 points for price and 20 points for specific goals, including locality preferences (Mogale City: 10 points, West Rand: 6 points, Gauteng: 4 points), youth-owned enterprises (5 points), and women-owned enterprises (5 points).

Strict Submission Protocols

Sealed bid documents must be deposited in the official bid box at the Supply Chain Management Unit, upper level of the West Wing of the Mogale City Civic Centre. Late, faxed, or emailed submissions will be instantly disqualified. The bid validity period is 120 days.
