DWS Seeks Ready-Mix Concrete for Bucklands Canal Project

The Department of Water and Sanitation (DWS) has issued open tender DWS02-0826 WTE for the supply and delivery of 25 MPA/19mm ready-mix concrete. This strategic four-month contract supports the critical Orange Vaal – Bucklands Canal Rehabilitation Project for Construction West in the Northern Cape Province.

Scope of Works and Delivery

The mandate requires the consistent supply of high-quality, 25 MPA/19mm ready-mix concrete to the Bucklands Canal Project site. Deliveries must be executed via minimum 6m³ mixer trucks, strictly adhering to SANS 50197 specifications and the project’s demanding construction timelines.

Mandatory Local Content Compliance

A critical condition of this tender is strict adherence to local production and content requirements. Bidders must complete and submit “Annexure C” as stipulated by the Department of Trade, Industry and Competition (DTIC). Failure to meet the minimum local content threshold or provide valid DTIC exemption letters will result in immediate disqualification.

Strict Physical Submission Protocols

Sealed bid documents must be clearly marked with the tender number and deposited in the official bid box at the entrance of the Zwamadaka Building, 157 Francis Baard Street, Pretoria, 0001. Telegraphic, telephonic, facsimile, e-mailed, or late tenders will not be accepted under any circumstances.

Evaluation Criteria

The evaluation follows a four-phase process:

  • Phase 2: Test Results and Material Grading – Bidders must submit a concrete mix design with a water-cement ratio between 0.38 and 0.68.
  • Phase 3: Price and Preference – The 80/20 system applies. Price accounts for 80 points. Specific goals (women, disability, youth, location, and B-BBEE) account for 20 points. The cement must meet the 100% local content threshold.
  • Phase 4: Administrative Compliance – Bidders must submit a valid CSD report, tax compliance PIN, CIPC certificate, and a Letter of Good Standing from COIDA.
