    National Lotteries Commission Seeks 4-Month Catering Panel

    The National Lotteries Commission (NLC) has issued Request for Quotation RFQ2026-008-009 for the appointment of a panel of caterers for a period of four months. This targeted procurement seeks capable catering service providers to support the NLC’s operational and event requirements in Gauteng.

    Scope of Works and Service Delivery

    The mandate involves providing high-quality catering services on an as-and-when-required basis. The successful panel members will be tasked with delivering food and beverage solutions for various NLC functions, ensuring strict adherence to health, safety, and hygiene standards throughout the contract duration.

    Mandatory Compliance and Evaluation

    Bidders must be registered on the National Treasury’s Central Supplier Database (CSD) with a valid Tax Compliance Status PIN. The evaluation will utilize the 80/20 preference point system. Specific goal points are allocated to reward inclusive business practices, including provisions for enterprises with disability ownership.

    Bid submissions must include properly indexed folders:

    Administrative Folder:

    • SBD 1: Invitation to Bid (fully completed)
    • SBD 6.1: Preference Points Claim Form
    • Valid SARS Tax PIN
    • CSD Detailed Registration Report
    • POPIA Consent Form (signed)
    • Valid B-BBEE Certificate or Sworn Affidavit (or consolidated for JV)

    Mandatory Folder:

    • SBD 4: Bidders’ Disclosure (fully completed and signed)
    • Joint Venture Agreement/MoU (if applicable, signed by all members)
    • Fully completed Pricing Schedule
    • Certificate of Acceptability from local municipality (not older than 3 months, from the province where business operates)
    • COIDA Registration Certificate (Letter of Good Standing or Registered Mutual Association)
    • Proof of address (Municipality statement/account, lease agreement, or letter from Ward Councillor/Tribal Authority)

    Technical Folder:

    • Technical Proposal
    • Company Experience (Annexure 3)
    • Reference Letters

    Electronic Submission Protocols

    In strict alignment with NLC’s digital procurement policies, all bid documents must be submitted exclusively via the National Treasury’s e-Tender portal. Bidders are explicitly permitted to combine all required documents into a single submission file for convenience. Emailed or hard-copy submissions will not be accepted under any circumstances.
