The Human Sciences Research Council (HSRC) has issued an open tender (HSRC/09/2026/27) for the appointment of a service provider to supply and deliver laptops. This strategic procurement targets qualified, accredited IT vendors to modernize the council’s technological infrastructure by replacing aging devices across its national operations.
Scope of Works and Equipment Supply
Laptop Specifications (40 Units):
- DELL 14-inch Core Ultra 7 with Intel Core i7 (165U)
- 32GB RAM
- On-board sim
- 512GB NVMe SSD
- Touch-screen
- Dell Standard USB-Type C Multiport adapter
- Backpack EcoLoop Pro
- 3 years Next Business Day Onsite warranty
Monitor Specifications (10 Units):
- Dell 27-inch Monitor S2721HN – 27 Full HD 68.47cm
Key Requirements:
- All laptops must carry 3-year warranty and maintenance with next business day, onsite repairs
- Warranty support must be provided
- Bidders will be evaluated against compliance with technical specifications

- Dell Accreditation/Partner Authorisation letter
- SITA RFB 740 accreditation for Gauteng province
- Confirmation from distributor of stock availability or delivery within 4-6 weeks
- CSD registration proof
- General Conditions of Contract (initialled and signed)

Mandatory Compliance and Evaluation
Bidders must demonstrate proven experience in supplying enterprise-grade computing equipment. Proposals will be evaluated based on technical compliance, competitive pricing, and adherence to the Public Finance Management Act (PFMA). A valid Central Supplier Database (CSD) registration and Tax Compliance Status PIN are strictly required. Bids must remain valid for 90 days from the closing date.
