CENTLEC SOC Ltd has issued Request for Quotation C01/2026 for the design, printing, supply, and delivery of A4 occurrence books. This targeted procurement seeks qualified local printing enterprises to support the operational and administrative documentation needs of the utility provider in the Free State.
Scope of Works and Specifications
The mandate requires the production and delivery of 200 A4 occurrence books. Bidders must strictly adhere to the provided specifications, which include featuring the CENTLEC logo at the top of each page, durable front and back covers, and sequential page numbering from 10000 to 20000 on a back-to-back basis. The successful supplier must deliver the goods within 30 days of receiving an official purchase order.
Mandatory Requirements
Failure to submit the following documents will result in disqualification:
Format Requirements:
- Quotation must be submitted on business letterhead
- Documents must be neatly bound in book format (ring-bound), indexed and page numbered
- Loose or stapled documents will be automatically disqualified
Compliance Documents:
- Copy of company registration documents (CK)
- Valid original Tax Clearance Certificate or SARS PIN
- CSD registration (submit CSD report)
- Certified ID copy/copies of company owner(s)
- Municipal services clearance certificate (water, sanitation, rates, electricity) OR lease agreement with current bill and rates clearance OR current bill of account not owing more than 90 days
- For non-billed areas: Official Council Letter of Residence (NO affidavits accepted)
MBD Forms:
- MBD 4: Declaration of Interest must be completed in full with all information disclosed accurately and truthfully
- MBD 9: Certificate of Independent Bid Determination must be completed and signed
- All original supplementary/compulsory MBD forms must be completed in full and duly signed
B-BBEE:
- Valid SANAS-approved B-BBEE certificate or Sworn Affidavit must be submitted
- Failure to submit will not lead to disqualification, but no points will be awarded
Mandatory Compliance and Evaluation
Proposals will be evaluated using the 80/20 Preferential Procurement Policy Framework. Eighty points are allocated for price, while twenty points are awarded for specific goals: 50% Black ownership (5 points), 50% Women ownership (5 points), 50% Youth ownership under 35 years (5 points), and locality within the CENTLEC area of supply (5 points). Bidders must also submit a valid SANAS-approved B-BBEE certificate or sworn affidavit and be registered on the Central Supplier Database (CSD).
Strict Physical Submission Protocols
In alignment with CENTLEC’s secure procurement policies, all quotations must be completed in accordance with the provided rules and submitted in a sealed envelope clearly marked with the quotation number. Emailed or faxed submissions will not be accepted; all bids must be hand-delivered to the Supply Chain Management Offices.
