The National Lotteries Commission (NLC) has issued Request for Quotation RFQ2026-007-040 for the appointment of a catering service provider for its Education and Awareness Workshop in Mpumalanga. This targeted procurement seeks capable local catering enterprises to support a vital community engagement initiative.
Scope of Works and Service Delivery
The appointed service provider will be responsible for providing a pre-packaged lunch for 150 delegates, which must include:
- Two starches: e.g., pap and dumpling/samp/rice
- Two meats: roasted/grilled chicken and lamb/beef
- Two salads: potato salad and chakalaka
- Two vegetables: pumpkin and spinach
- Beverages: 300 bottles of still water (compliant with SANBWA standards) and 150 cans of 100% fruit juice or soft drinks
The service provider must bring their own cutlery, plates, tablecloths, cups, and serviettes, and must remove all waste generated after the service.
Mandatory Requirements
To be considered, bidders must comply with the following mandatory requirements:
- CSD Registration: Bidders must be registered on the Central Supplier Database and provide a CSD summary report with tax compliance status
- SBD Forms: Fully completed and signed SBD 1, SBD 4, and SBD 6.1
- POPIA Consent Form: Original signed consent form
- B-BBEE Certificate/Sworn Affidavit: Valid proof of B-BBEE status
- Certificate of Acceptability (COA): A valid certificate from the local municipality within Mpumalanga Province for food premises (MPUMALANGA COA ONLY)
Mandatory Compliance and Evaluation
Proposals will be evaluated using the 80/20 Preferential Procurement Policy Framework. Eighty points are allocated for price competitiveness, while twenty points are awarded for specific goals, heavily favoring local Mpumalanga-based businesses and compliant B-BBEE status levels.
Strict Electronic Submission Protocols
In strict alignment with NLC’s digital procurement policies, all quotations and supporting documents must be submitted exclusively via the National Treasury’s e-Tender portal. Emailed submissions will not be considered. Note that the NLC reserves the is 03 August 2026
