    SASSETA Seeks Panel of Moderators for Assessment Scripts

    The Safety and Security Sector Education and Training Authority (SASSETA) has published a Request for Proposal (RFP) for the appointment of a panel of moderators for assessment scripts . This presents a unique opportunity for qualified ETD Practitioners to secure a long-term contract with a Schedule 3A Public Entity .

    Key Details and Submission Deadline

    The RFP, identified as RFP/SASSETA/252611118/2/1, is open for submissions until 07 August 2026 at 11:00. Proposals must be submitted electronically via email to moderators@sasseta.org.za. The contract will run until 31 March 2030. There is no compulsory briefing session for this tender.

    Scope of Work

    The appointed ETD Practitioners will moderate EISA/examination scripts for various Occupational Qualifications . Qualifications include Family Law Practitioner, Close Protector, Security First Line Manager, Paralegal, Security Officer, Non-Commissioned Police Official, Military Police Official, Correctional Service Manager, Commissioned Officer, Detective, Traffic Officer, Road Crash Investigator, and others. The scope includes attending memo discussion meetings, preparing moderator reports, and submitting signed reports to SASSETA.

    Mandatory Requirements

    Bidders must comply with two levels of mandatory requirements:

    • Phase 1: Submit ETDP SETA statement results for Assessor/Moderator (Unit Standard 115753, 115759) or ODETD certificate, and proof of SASSETA Assessor/Moderator registration for the qualification applied for
    • Phase 2: Submit relevant certificates for the chosen qualification(s) of interest

    International qualifications must be verified by SAQA. Non-submission of these documents leads to automatic disqualification.

    Documents Required

    Bidders must submit the following documents with their proposals:

    • SBD 1: Invitation to Bid – completed and signed
    • SBD 3.3: Pricing Schedule – completed and signed
    • SBD 4: Bidder’s Disclosure – completed and signed
    • SBD 6.1: Preference Points Claim Form – completed and signed
    • General Conditions of Contract (Annexure A) – each page initialled
    • CSD Report: National Treasury Central Supplier Database registration report
    • ETDP SETA Statement Results: Assessor/Moderator (Unit Standard 115753, 115759) or ODETD certificate
    • SASSETA Registration Proof: Proof of SASSETA Assessor/Moderator registration for the qualification applied for
    • Qualifications: Relevant certificates for the chosen qualification(s)
    • B-BBEE Certificate: Original/certified copy or Sworn Affidavit
    • Company Registration: CIPC documents
    • ID Copies: Certified copies of all company directors
    • Medical Report: If claiming disability points
    • Declaration Letter: Signed by the bidder

    Evaluation Process

    Bids will be evaluated in three phases. Phase 1 checks mandatory compliance. Phase 2 is a functionality evaluation with a minimum threshold of 70%. Phase 3 evaluates price and specific goals using the 80/20 preference system. Bidders must be registered on the Central Supplier Database.

    Pricing

    SASSETA offers a fixed rate per script with annual escalations by CPIX. Rates range from R180 to R200 per script depending on moderation percentages and paper volumes.
