Sekhukhune Fuel and Lubricants Tender for Water Infrastructure

Sekhukhune District Municipality (SDM) has re-advertised an open tender (SK8/3/1-02/2026/2027) for the provision of fuel and lubricants. This strategic three-year contract targets capable fuel suppliers to support the Operations and Maintenance (O&M) division’s critical water infrastructure in Limpopo.

Scope of Works and Water Security

The municipality, as the Water Services Authority, is responsible for providing water from boreholes, many of which are powered by diesel and petrol pumps. The appointed service providers will ensure that fuel and lubricants are available for boreholes across five regions:

  • Tubatse Region: Leboeng, Moroke, Mapodile, Penge/Praktiseer
  • Elias Motsoaledi Region: Motetema/Tafelkop, Monsterlus, Uitspannung, Zamenkomste/Maklerekeng
  • Ephraim Mogale Region: Moganyaka, Elandskraal, Groblersdal Town, Marble Hall Town
  • Makhuduthamaga Region: Masemola, Nebo, Schoonoord
  • Fetakgomo Region: Apel, BB Kloof

Functionality and Local Presence

Bidders must demonstrate robust financial capacity and local operational reach. The evaluation criteria heavily reward suppliers with valid wholesale or retail licenses from the Department of Mineral and Petroleum Resources, or Letters of Intent, across SDM’s four local municipalities: Elias Motsoaledi, Makhuduthamaga, Ephraim Mogale, and Fetakgomo-Tubatse.

Mandatory Documentation Requirements

Bidders must submit ALL the following documents to avoid automatic disqualification:

Administrative Requirements:

  • Certificate of Authority for Joint Venture (where applicable)
  • Original certified copies of Identity Documents for Directors (not older than three months)
  • Copy of Company Registration Documents or CK1 for Close Corporations
  • Valid Tax Clearance Certificate issued by SARS or SARS PIN
  • Compliant CSD Registration / CSD Summary Report

Mandatory Forms (MBD):

  • MBD 1: Invitation to Bid, Part A & B
  • MBD 3: Pricing Schedule (each page must be signed)
  • MBD 4: Declaration of Interest
  • MBD 5: Declaration for Procurement Above R10 Million (VAT included)
  • MBD 6.1: Preference Points Claim Form
  • MBD 7.2: Contract Form – Rendering of Services
  • MBD 8: Declaration of Bidder’s Past Supply Chain Management Practices
  • MBD 9: Certificate of Independent Bid Determination

Additional Documentation:

  • Schedule 1A: Compulsory Enterprise Questionnaire
  • Schedule 1B: Authority of Signatory / Letter of authorised signatories
  • Form of Offer: Properly signed
  • Bidder Municipal Services Account Verification Consent Form: Completed and signed
  • Proof of municipal rates for the bidder and directors (not overdue for more than 90 days) or proof of lease agreement with landlord’s rates
  • Consent forms to verify outstanding municipal services
  • Certified proof of fuel and lubricants supply wholesaler or retail licence from the Department of Mineral and Petroleum Resources (DMPR)
  • Letter of Intent or Memorandum of Understanding with filling stations holding valid DMPR licences
  • Signed and stamped Bank Rating Letter

Strict Submission Protocols

Sealed bid documents must be deposited in the official tender box located at the AB Sikhosana Fire Station, adjacent to the Groblersdal Water Treatment Works. The bid box is accessible 24 hours a day, 7 days a week. Submissions at the Bareki Mall offices will be strictly rejected.
