The KZN Department of Human Settlements has issued an open tender (ZNB154/2026/27HSE) for the appointment of a service provider to render 24-hour security guarding services. This strategic 36-month contract targets capable, PSIRA-registered security firms to safeguard government infrastructure in the Umzinyathi District.
Scope of Services and Strategic Importance
The service provider will deploy one Grade C unarmed security guard per day shift (06:00-18:00) and one per night shift (18:00-06:00), seven days a week including public holidays.
Key Duties:
- Perimeter and internal building patrols at 30-minute intervals
- Access and exit control with gate access scanner
- Visitor screening, verification, and escorting
- Parking facility monitoring and vehicle inspections
- Safeguarding departmental assets and recording asset movement
- Fire detection, alarm reaction, and emergency response
- Building closure and securing after hours
Mandatory PSIRA Compliance and Standards
The appointed provider will deliver comprehensive physical security at the district office located at 71 Karellandman Street, Dundee. Bidders must hold valid registration with the Private Security Industry Regulatory Authority (PSIRA). The scope demands the deployment of trained, accredited security officers and strict adherence to national security sector regulations and occupational health and safety standards.
Mandatory Requirements and Documentation
Failure to submit any of the following mandatory documents will render the bid invalid:
- Proof of valid company registration with PSIRA
- Copy of Director/s PSIRA certificate
- Copy of a valid letter of good standing from PSIRA
- Valid Letter of Good Standing for COIDA (Compensation of Occupational Injuries and Diseases)
- Proof of public liability insurance, minimum R1 million
- Certified ID copies of directors
- Company must have minimum of one vehicle registered under the company/director/owner (copy of logbook or lease agreement)
- Valid ICASA licence for two-way radio equipment or proof of registration with ICASA (lease agreement with third party)
- CSD registration (non-registration at closing time will disqualify)
Compulsory Briefing Session Details
Attendance at the mandatory pre-bid clarification meeting is strictly enforced. Bidders who fail to attend will be automatically disqualified from the evaluation process.
