Vhembe District Municipality has issued an open tender (VDM/PLANN/04/05/2026/01) for the fencing of the Bungeni Heritage Site. This strategic infrastructure project aims to protect and conserve a vital cultural landmark in Limpopo from ongoing erosion and unauthorized access.

Scope of Works and Deliverables

The appointed contractor will execute a three-week project to erect a 250-meter-long, 2.4-meter-high concrete palisade fence topped with razor wire. The scope also includes the installation of a 3-meter-long sliding lockable steel gate, complete with heavy-duty padlocks and Burgundy enamel painting.

Required Documents for Submission

Bidders must submit the following documents to be considered for evaluation. Failure to submit any of these may result in disqualification:

  • Original tax clearance certificate
  • Company profile
  • Copy of business registration certificate
  • Physical address of the business offices
  • Proof of Municipal service account payment
  • List of similar/related work done and references, including appointment letters/purchase orders and completion certificates/delivery notes or reference letters from clients
  • Completed and signed SBD forms (Declaration of Interest, Preference Points Claim Form, Declaration of Bidder’s Past SCM Practices, Certificate of Independent Bid Determination)
  • CSD registration report
  • Valid B-BBEE certificate or sworn affidavit

Evaluation and Locality Preference

Bidders must achieve a minimum functionality score of 70%. The evaluation heavily rewards local economic development through specific locality goals:

  • 4 points for enterprises within the Vhembe District.
  • 2 points for enterprises within Limpopo Province.
  • 1 point for enterprises within South Africa.

Attendance at the mandatory site clarification meeting is strictly required.
