The South African Post Office Limited (SAPO) has issued a Request for Proposal (RFP 26-27-04) for the provision of guarding services across its Eastern Cape Province operations. This strategic contract aims to ensure the safety and security of SAPO workplaces, including various branches and mail centres, for a maximum period of 12 months.

Scope of Services and Contract Duration

The appointed service provider will render comprehensive security guarding services on a month-to-month basis, not exceeding a maximum of 12 months. The mandate covers multiple SAPO facilities within the Eastern Cape Province, requiring a robust security presence to protect personnel, assets, and infrastructure.

Bid Conditions

Bidders must meet stringent requirements to be considered. Mandatory documents and conditions include:

  • Completion of the Pricing Schedule (Annexure A) in full for all SAPO facilities in the province [doc].
  • Valid PSIRA membership certificate for at least one year prior to the closing date [doc].
  • Valid PSIRA Statement of Good Standing on the closing date [doc].
  • Confirmation of compliance with SAPO’s specifications (Annexure BC) [doc].
  • Minimum of one year’s completed experience in guarding services in the past two years, confirmed by a client (Annexure BR) [doc].

Specialised Infrastructure Requirements

The successful bidder must have an existing operational footprint in the Eastern Cape. This includes providing:

  • Physical address of at least one Operational Branch, Secure Firearm Vault (Armoury), and dedicated Secure Control Room within the province [doc].
  • Documentary proof of this footprint (e.g., municipal accounts, lease agreements) [doc].
  • A Firearm Competency Certificate for the designated Armoury Manager [doc].
  • A documented Firearm Handling Procedure and a Firearms Inventory Register [doc].

Compulsory Virtual Briefing Session

Attendance at the mandatory clarification meeting is strictly required for all prospective bidders.

Clarification Questions and Compliance

Bidders must submit clarification questions in writing to SAPO officials by 01 July 2026. All queries and responses will be uploaded to the e-tender portal. Furthermore, bid proposals must remain valid for 180 days from the closing date.
