Limpopo Health 3-Year Medical Male Circumcision Packs Supply Contract
The Limpopo Department of Health has issued an open tender (HEDP004/26/27) for the supply and delivery of Medical Male Circumcision (MMC) packs. This strategic 36-month contract supports the province’s transition to dorsal slit surgical interventions, aligning with National Department of Health guidelines to ensure safe, hygienic, and comprehensive healthcare services across the region.
Scope of Supply and Technical Specifications
The appointed service provider will supply MMC packs on an as-and-when-required basis. Strict technical specifications mandate that each pack must:
- Be enclosed in a well-labelled, waterproof package.
- Include a label detailing items, quantities, and sizes.
- Feature a tray covered with a disposable tray cover.
- Display manufacturing, packaging, import, and expiry dates, with a minimum shelf life of three years upon delivery.
Key Eligibility and Compliance Documents
Bidders must submit a comprehensive set of mandatory documents to be considered compliant :
- Fully completed Standard Bidding Documents: SBD 1, SBD 3.2, SBD 4, and SBD 6.1
- Central Supplier Database (CSD) registration report
- Valid Tax Compliance Status PIN issued by SARS, or a CSD number
- Valid proof of license from the South African Health Products Regulatory Authority (SAHPRA) for the products, or a letter of authorization from the license holder
- Company profile and completion of Annexure A: Portfolio of Current and Completed Contracts
- For bidders who are not the manufacturer, a commitment letter from the manufacturer confirming supply in accordance with the required specifications
- Declaration of compliance with the General Conditions of Contract (GCC) and Special Conditions of Contract (SCC)
Mandatory Compliance and Local Preference
Bids will be evaluated using the 80/20 preferential procurement system. Notably, all 20 specific goal points are allocated exclusively to enterprises located within the Limpopo Province, strongly prioritizing local economic development and regional supply chain resilience.

Sealed bid documents must be deposited in the designated tender box at the Department of Health’s headquarters. Late or incomplete submissions will be strictly disqualified.
