The Independent Development Trust (IDT) has issued an open tender (IDTEC/35/MULTI-CON-PANEL/2026/27) to establish a panel of multi-disciplinary firms or consortia of Professional Service Providers (PSPs). This strategic three-year contract aims to deliver professional construction project management services for infrastructure projects across the Eastern Cape Province.
Scope of Services and Panel Objectives
The appointed PSPs will provide comprehensive professional services, encompassing Stages 1 through 6 of construction project management. Work will be allocated on an as-and-when-required basis to facilitate accelerated, transparent, and cost-effective infrastructure delivery on behalf of the government. The IDT manages integrated social infrastructure programs, making this a critical opportunity for capable firms.
Disciplines Required for Panel Membership
Bidders must provide professional services in the following core disciplines (must be professionally registered with the relevant council):
- Prof. Architect (Pr. Arch) – SACAP
- Civil / Structural Engineers (Pr. Eng) – ECSA
- Prof. Quantity Surveyor (Pr. QS) – SACQSP
- Electrical Engineers (Pr. Eng) – ECSA
- Mechanical Engineers (Pr. Eng) – ECSA
- Occupational Health & Safety (CHSA) – SACPCMP
- Social Facilitator – Min Diploma/Degree in Social Sciences, Community Development, or related field (no registration required)
Additional disciplines (Geo-technology, Land Surveying, Heritage Services, IT, Fire Services, Wet Services, Landscaping, EIA, etc.) may be added as disbursements in RFQs.
Stage 1: Mandatory Requirements (Disqualifiable)
Failure to submit any of the following will result in non-responsive bid:
- CSD registration (all JV/consortium members)
- Valid COIDA or FEM insurance certificate
- Signed consortium agreement (for consortium/JV) or sub-consultant agreement
- Fully completed and signed SBD1 & SBD4
- Professional Indemnity: R6 million minimum for multi-disciplinary company (R2 million per discipline for consortium, excluding social facilitator)
- Proof of professional registration for all core disciplines (valid & active)
- Letter of Authority / Board Resolution authorising signatory
- Bid document completed in permanent black ink

Sealed bid documents must be submitted physically. Late, emailed, or faxed submissions will be strictly disqualified.
