Ingquza Hill Local Municipality has re-advertised an open tender (IHLM/66/2025-26/PLAN) for the establishment of a panel of service providers to conduct Environmental Impact Assessments (EIA) and related environmental documentation. This 36-month contract supports the municipality’s Planning and Development department in ensuring sustainable infrastructure and policy implementation across the Eastern Cape.
Tender Overview
The appointed panel will undertake EIAs, license applications, and the development of ecological reports on behalf of the municipality, submitting these to the Eastern Cape Department of Economic Development, Environmental Affairs, and Tourism (DEDEAT). This ensures all municipal projects comply with stringent environmental regulations.
Scope of Work and EIA Objectives
The appointed Environmental Consultants will undertake various duties, including but not limited to:
- Stakeholder and competent authority consultation and site assessment
- Evaluation of development proposals and determination of applicable legislation
- Submission of license applications to the Eastern Cape Department of Economic Development, Environmental Affairs, and Tourism (DEDEAT)
- Geohydrological and other specialist studies required for license applications
- Development and submission of Basic Assessment/Full Scoping Reports in terms of the EIA Regulations, 2014 (as amended)
- Development and submission of Environmental Management Programmes (EMPr)
- Technical drawings of planned and listed facilities
- Public participation processes as per the EIA Regulations
All applications must be aligned to the EIA Regulations 2017, National Environmental Management Act (Act 107 of 1998), Integrated Coastal Management Act (Act 24 of 2008), and any other implicated environmental legislation.
Project Deliverables
The Municipality will request three quotations from different providers for projects to be undertaken. Deliverables include:
- Updated Feasibility Study Report
- Final Environmental Impact Assessment Report
- Comments and Responses Report
- Final Environmental Management Programme (EMPr)
- Environmental Authorisation (EA) from DEDEAT and Water Affairs
- Any other necessary studies
Mandatory Compliance and EAPASA Registration
Prospective bidders must meet strict administrative criteria to be deemed responsive. Mandatory returnables include:
- Valid Central Supplier Database (CSD) registration proof
- Completed and signed MBD 1-9 declarations
- Professional registration and accreditation with EAPASA
- Valid SARS Tax Compliance Status (TCS) PIN
- A signed letter confirming no municipal accounts are overdue by more than 30 days
Experience and Functionality Requirements
To claim functionality points, bidders must provide a minimum of three reference letters from public sector clients for similar completed projects. These must include EIAs for roads and bridges, landfill sites, or environmental policies and strategies. References must be on the client’s official letterhead and include contactable landline details.

Tenders must be submitted by hand in a sealed envelope. No faxed, emailed, or couriered submissions will be accepted.
