Stellenbosch Municipality has released an open tender for the supply, delivery, and offloading of refuse bags for a three-year period ending 30 June 2029. The successful bidder will supply bags on an “as and when required” basis to the Beltana Depot.
Compulsory Briefing Session & Submission Rules
A compulsory clarification meeting will be held on 10 June 2026 at 11:00 at the Waste Management offices, Beltana Depot, Helshoogte Road, Stellenbosch. Tenderers who fail to attend will be disqualified.
- Closing date: 29 June 2026 at 12:00
- Validity period: 180 days
- Physical submission: Tender box at Town House Complex, Plein Street, Stellenbosch (24-hour access)
- No electronic, faxed, or late bids accepted
Technical Specifications for Refuse Bags
All bags must be manufactured from recycled materials (proof required). Biodegradable bags are preferred but not essential. Each bag must bear the white printed text: “STELLENBOSCH MUNICIPALITY – NOT FOR RESALE” (except clear bags).

Bidders may tender for any or all items. Four sample bags must be provided if tendering for all colours.
Mandatory Quality & Testing Requirements
- Certified laboratory-tested quality control sheets (size, strength, quality, thickness) must accompany the bid
- Successful bidder must conduct laboratory tests every 12 months and submit results
- Heat seal must withstand 20kg tensile loading for 10 minutes without failure
- No visible pinholes, blisters, tears, or defects
Pre-Qualification & Returnable Documents
Bidders must submit:
- Proof that recycled plastic is used in manufacturing (Appendix 6.1)
- Certified accredited laboratory test sheets for each item (Appendix 6.2)
- Sample bag meeting specifications for each item tendered (Appendix 6.3)
- Fully completed and signed MBD 4, MBD 6.1, MBD 8, MBD 9, MBD 10
- Valid BBBEE certificate or sworn affidavit (original, not a copy)
- Letter of Good Standing (COIDA) and Form of Indemnity
- CSD registration report (mandatory – no award without CSD)
Note: Failure to submit any appendix will render the bid non-responsive.

80/20 Preference Points System
- Price: 80 points
- B-BBEE status level of contributor: 10 points (Level 1 = 20 points? No – the document states on page 2: *Price 80, B-BBEE status level of contribution 10, Locality 10 = Total 100*)
- Locality points: 10 points – within Stellenbosch Municipality boundaries = 10 points; outside = 0 points (proof: municipal account or valid lease agreement)
Pricing Schedule & Contract Period
Pricing must be submitted for three consecutive 12-month periods (1 July 2026 – 30 June 2029) with rates per bag (VAT inclusive). The Municipality reserves the right to award parts of the tender to different bidders or the whole tender to one preferred bidder based on the 80/20 principle.
