The Department of Public Works and Infrastructure (DPWI) has released an open tender for a panel of accredited security service providers to safeguard state properties across the Northern Cape Province for a three-year period on a month-to-month basis.
Mandatory Functionality & Minimum Threshold
A minimum functionality score of 60 out of 100 points is required to qualify for further evaluation. Points are allocated as follows:
- Project experience (30 points): Combined security project value of R300,000+ (5 points)
- Supervisor credentials (30 points): Grade B PSIRA + 5+ years’ experience (5 points)
- Security guards (25 points): 5 guards with Grade C PSIRA (5 points)
- Financial capability (15 points): Bank rating A (5 points) – certificate not older than 21 calendar days
Panel Rotation & Quotation Process
RFQs will not be advertised publicly. Only panel members will be invited to quote via a rotational system. Minimum 24 hours’ notice will be given. Service providers are rotated after each opportunity. The Department may appoint a single provider urgently or deviate from competitive process in emergencies.
Statutory Documents Required with Bid
Bidders must submit:
- Valid PSIRA company registration certificate (active/renewed)
- Grade A/B PSIRA certificates for all directors
- Valid PSIRA Letter of Good Standing
- Valid COIDA Letter of Good Standing (Department of Labour)
- Valid National Bargaining Council for Private Security registration
Post-Award Compliance (within 14 calendar days)
Successful bidders must provide:
- UIF Letter of Good Standing
- Bargaining Council Health Insurance & Medical Aid Allowance
- Provident fund proof
- Public liability insurance (R2 million)
- National Bargaining Council Good Standing letter
Failure to submit within 14 days disqualifies the tender.
EPWP Employment Targets
The contract is subject to the Expanded Public Works Programme (EPWP) with targets:
- 60% women
- 55% youth (18–35 years)
- 2% people with disability
Monthly invoices must include labour portfolios with contracts, ID copies, attendance registers, and proof of payment.

Security Clearance & Contract Terms
All directors and personnel will be vetted by the State Security Agency (negative results = disqualification). The panel contract is month-to-month – DPWI may terminate with one month’s notice for insourcing or poor performance. Security officers must wear full uniform, carry ID, and use required equipment (baton, handcuffs, torch, radio). Shifts cannot exceed 12 hours.
