Tender Overview and Scope

This once-off procurement covers the supply of staple food items including maize meal, rice, pasta, and breakfast cereals for a five-month contract period. The successful bidder will deliver quality-assured products meeting Department of Health specifications to support patient meal programmes and institutional catering operations.

Product Specifications and Quantity Requirements

The required products must comply with strict specifications. Below are the estimated quantities per month and for the five-month period:

  • Maize meal: 36 x 10kg per month (180 x 10kg total) – Equivalent to white star, Iwisa, Ace or Tau. White maize meal, fortified, packed in 10kg polyethylene bags, six-month shelf life.
  • Rice: 174 x 10kg per month (870 x 10kg total) – Long-grain white parboiled (equivalent to Tastic, Speko or Allsome), packed in 10kg polyethylene bags.
  • Samp: 50 x 10kg per month (250 x 10kg total) – Finest choice grade (equivalent to Champion, Ivissa or Plaza), packed in 10kg polyethylene bags.
  • Matabele (Creamy Sorghum Meal): 36 x 10kg per month (180 x 10kg total) – Original flavour, flaked form, chocolate brown colour, packed in 10kg polyethylene bags.
  • Cake Flour: 2 x 10kg per month (10 x 10kg total) – White cake flour, fine white coloured powder, packed in sealed paper bags (10kg).
  • Macaroni: 640 pkts x 500g per month (3,200 x 500g total) – Equivalent to Fattis & Monis, uniform yellowish colour, packed in 500g packs.
  • Spaghetti: 640 pkts x 500g per month (3,200 x 500g total) – Same specifications as macaroni.
  • Dry beans: 20 x 10kg per month (100 x 10kg total) – Equivalent to Econo, Imbo, Umngeni, Plaza or Ikkwezi, finest grade, packed in sealed strong plastic bags (10kg).
  • Weetbix: 240 x 900g per month (1,200 x 900g total) – 900g box containing 48 biscuits.
  • Oats: 12 x 25kg per month (60 x 25kg total) – Packed in 25kg multiply Kraft bags.
  • White sugar: 140 x 12.5kg per month (700 x 12.5kg total) – Equivalent to Huletts, dry white granules, packed in 12.5kg poly bags.

All packaging must be labelled with nutritional information, expiry date, and product name. All products must have a minimum shelf life of six months (24 months for rice and samp).

Mandatory Compliance Requirements

Bidders must submit:

  • Proof of funding availability (self or arranged) specific to this food item
  • Minimum one order reference for starch/cereal/grocery supply not older than three years
  • Latest compliance certificate for wholesaler/premises from relevant authority
  • Valid Central Supplier Database (CSD) registration
  • Firm, VAT-inclusive pricing with thorough calculations
