This five-year contract opportunity presents a significant avenue for experienced catering businesses to partner with a reputable state-owned company while contributing to workplace wellness and operational efficiency.

Contract Location & Scope
Services will be rendered at CEF House, Block C, Upper Grayston Office Park, 152 Ann Crescent, Strathavon, Sandton. The fully equipped cafeteria serves approximately 100 staff daily. This is an all-inclusive canteen and catering service operating on a full-risk basis – no subsidy or management fee is payable by CEF. A minimal service fee will be discussed at contract negotiation.
Daily Service Requirements
- Operating hours: 07:00 – 16:00 (Monday to Friday, excluding public holidays)
- Breakfast (07:00 – 11:30): Hot items, cereals, porridge, toast, fresh juice, smoothies, muffins, coffee, cappuccinos
- Lunch (12:00 – 15:00): Seated and takeaway meals including vegetarian options
- Over-the-counter snack shop: Sweets, crisps, soft drinks, juices, healthy treats
- Catering for meetings & functions: Ad hoc events (on-site or off-site). CEF pays separately for meeting/function catering
Mandatory Chef Qualifications (Phase 1 – Disqualification if not met)
- Head Chef: Bachelor’s Degree in Culinary Arts (NQF 7) + SA Chefs Association Certification
- Sous Chef / Assistant: Occupational Certificate: Chef Level 5 (SAQA ID: 101697)
- Company: Valid accreditation with South African Chefs Association (SACA) + valid COIDA registration
Submission Requirements and Process
Proposals must be submitted electronically to scm-facility@cefgroup.co.za before the closing time. Late submissions will not be considered. Bidders are advised that CEF reserves the right to negotiate with shortlisted candidates and is not obligated to accept the lowest-priced quotation.
Evaluation Criteria and Preference Points
Proposals will be evaluated using the 80/20 preference point system in line with the Preferential Procurement Policy Framework Act. Twenty points are allocated for specific goals, including:
- 10 points for enterprises with 51% or more black ownership
- 5 points for women-owned enterprises
- 3 points for youth-owned enterprises (under 35 years)
- 2 points for enterprises with 10% or more ownership by persons with disabilities
