The Council on Higher Education (CHE) invites qualified security services companies to submit bids for a comprehensive three-year security contract at its Pretoria headquarters. This open-tender opportunity, reference CHE/CS/02/04/2026, seeks a professional partner to safeguard CHE’s facilities, staff, and stakeholders at 1 Quintin Brand Street, Brummeria.

Scope of Work – Guarding & Access Control

  • 3 guards per 12‑hour shift (day & night), 24/7/365
  • Minimum PSIRA Grade C for all guards – CHE pays Grade C rates only
  • Access control (vehicles, walk‑ins, CCTV monitoring, key management)
  • Patrol routes with risk assessment & patrol frequency plan
  • 24‑hour control room within 10km radius of CHE (Gauteng)
  • Tactical armed response – maximum 10 minutes reaction time (no subcontracting)
  • Shift Commander (one visit per shift) and Security Area Manager (monthly review)
  • Digital access control system (visitors/contractors)
  • Occurrence book (no erasures/correction fluid – single line & initial)

Mandatory Pre‑qualification Documents

  • Completed pricing proposal (incomplete = disqualification)
  • PSIRA company registration
  • PSIRA Grade C registration for 3 guards
  • PSIRA Grade B registration for supervisor
  • Valid provident or indemnity insurance – minimum R10 million
  • Compulsory briefing session attendance (no signing for absent firms)

Administrative Documents (may be requested post‑submission)

  • CSD registration (verify at secure.csd.gov.za)
  • Company registration documents, shareholder ID copies, resolution
  • COIDA Letter of Good Standing, UIF registration
  • Proof of office & control room location (Pretoria/Tshwane)

Compulsory Briefing Session Details

Attendance at the mandatory briefing is non-negotiable for bid consideration. The session takes place on Thursday, 14 May 2026, at 11:00 at CHE’s offices in Persequor Technopark, Brummeria, Pretoria. Prospective bidders should arrive prepared with questions regarding scope, deliverables, and contractual expectations.

Evaluation and Selection Process

Bids will be assessed using the 80/20 preference point system, prioritising both cost-effectiveness and transformation objectives. CHE reserves the right to negotiate terms with shortlisted candidates and is not bound to accept the lowest-priced submission.
