Tender Overview
Qualified construction contractors are invited to submit competitive bids for the complete reconstruction of the collapsed perimeter wall. The scope includes demolition of unstable sections, site preparation, foundation work, bricklaying, and finishing to municipal specifications. Bidders must demonstrate relevant experience in municipal infrastructure projects and compliance with South African building standards.
Scope of Work – Remedial & Preventive Construction
The project follows an investigation (by Lubisi Consulting Engineers) into a 16‑metre‑long, 1‑metre‑high outer brick skin collapse at the 5th‑story service duct. Deficiencies included lack of proper wall ties and reinforcement.
Key deliverables:
- Rebuild collapsed wall using clay face bricks with galvanized straps (500mm horizontal / 400mm vertical intervals) and brick‑force reinforcement every second course
- Reinforce the opposite building side using 100mm x 6mm flat bars anchored with 16mm chemical anchors (500mm spacing)
- Apply similar reinforcement to short ends of the duct roof
- Construct a pre‑designed steel platform bolted to the slab (working at height, ~7 stories) – no ground‑up scaffolding
- Ensure fall protection via running cable safety systems
- Appoint a qualified safety officer (height safety & public protection experience)
- Maintain cordoned‑off areas below (parking)
- Cover consulting engineer’s oversight costs (included in Preliminaries)
Project timeline: 3 months from appointment. Work restricted to normal office hours (Mon‑Thu 7:30‑16:30, Fri 7:30‑14:00). No weekend or holiday work.
Eligibility and Submission Requirements
Prospective bidders must be registered on the National Treasury Central Supplier Database (CSD) and provide valid tax clearance documentation. All submissions must include completed SBD forms, proof of CIDB grading where applicable, and comprehensive method statements outlining project execution timelines.
CIDB Grading Requirement
Tenderers must have a minimum CIDB contract grading of 3CE or 3GB or higher.
Compulsory Briefing Session Details
Attendance at the mandatory briefing session is required for bid validity. The session will be held on Tuesday, 12 May 2026, at 10:00 in the Level 2 Auditorium Boardroom at the GSDM Main Building. Bidders will receive technical specifications, site access protocols, and clarification on evaluation criteria.
