Eskom Holdings SOC Ltd invites qualified service providers to submit tenders for the provision of comprehensive horticulture, pest control, and game management services at Duvha Power Station in Mpumalanga. The contract is for a period of three (3) years.
This extensive scope covers ground maintenance across vast areas, pest control at numerous facilities, and care of game including zebras and blesboks on the power station site.

Scope of Work Overview
Horticulture Services (Ground Maintenance):
- Grass cutting across extensive areas including Ash Dam slopes (1,122,479m²), open veld (578,198m²), Sanniefhof Housing (143,447m²), and High Level Dam areas (139,569m²)
- Mowing frequencies: forthrightly (intensive lawns), monthly (semi-intensive), bi-weekly, monthly, and quarterly
- Trimming, edging, chemical edging, and weed control
- Bedding maintenance, annual planting (Spring and Autumn), and indoor plant maintenance
- Fire break maintenance (9m wide) in compliance with National Veld and Forest Fire Act
- Helipad maintenance, arbour day tree supply and planting (20 trees per year)
- Garden waste removal using 6m³ trailer
- Site Manager must be a qualified botanist or horticulturalist with 5+ years experience
Pest Control Services:
- Monthly pest control at Cable Tunnels (3,000m²), Control rooms, Switch rooms, Water treatment plant, Admin Building (1,000m²), Simulator Building, Main stores, Fire Station, Security offices, and Eskom Village (Guest houses, huts, dining room, kitchen, conference rooms, Lapa)
- Pest types: flies, cockroaches, mice, rats, ants, weevils, flour beetles, mosquitoes
- Ad-hoc services: fly traps, bee hive removal (bees cannot be killed – red list species), wasp hive removal, snake catching (response within 2 hours), stray cat/dog removal (to SPCA), fumigation of ECAS kitchens, spider treatment, installation and repair of bait stations
Game and Animal Management:
- Care of zebras and blesboks roaming on site
- Regular animal counting, breeding and birthing monitoring
- Provision of additional nutrition (game blocks, salt licks)
- Reporting sick/injured animals to contract manager and arranging veterinary care
- Monthly reporting on animal status
- Game Management Plan compilation (environmental aspects, wildlife aspects, ecological threat analysis)
- Veterinarian/Para-Veterinarian must be registered with the South African Veterinary Council (Act 19 of 1982)
Mandatory Technical Evaluation Criteria (Gatekeepers – Pass/Fail)
Bidders must meet ALL the following mandatory criteria. A “No” against any results in disqualification:
- Vet/Para Vet: Must be registered in accordance with Veterinary & Para-Veterinary Professions Act No. 19 of 1982
- Company registration: Must be registered with the South African Pest Control Association (SAPCA)
- Company experience: 5 reference letters and 3 years’ experience
- Site Manager: Minimum qualification in Botany/Horticulture (Degree/Diploma) plus Management and Legal Liability training
- Supervisors (3): Grade 12, certificate in management (Office/Business/Project management), Legal Liability and SHEQ training. One supervisor must have Pest Control certificate. All supervisors must have 3 years’ supervisory experience
- Pest Controller: Valid Pest Control Operators Certificate (as required by Act 36 of 1947)
- Game Ranger: Grade 12, National Diploma in Nature Conservation/Natural Science/Zoology or related field, Legal Liability training, and 3 years’ experience
- Equipment proof: Letter of intent to hire or proof of ownership (invoices/receipts) for tractor and ride-on lawn mower; valid license discs in company’s or owner’s name
- Safety Officer: Certified qualifications including matric certificate and CV with contact references
