Ingquza Hill Local Municipality invites qualified landscaping and beautification service providers to submit bids for the provision of beautification services across Flagstaff and Lusikisiki towns. This Request for Bid (IHLM/176/2025-26/COMM) targets established contractors capable of delivering attractive, sustainable urban enhancement solutions that promote tourism and economic development in the Eastern Cape.
Service Requirements and Deliverables
The appointed service provider will deliver comprehensive beautification services including:
- Sowing of indigenous plants and flowers at identified entrance points and CBD areas
- Development of mini gardens with proper soil preparation and irrigation planning
- Provision of floating row cover/garden fleece for plant protection
- Maintenance of all planted areas for a period of three (3) months post-completion
- Replacement of any plants that die during the monitoring period
- Project completion within two (2) months from appointment letter issuance
Eligibility and Submission Criteria
Bidders must demonstrate:
- Valid registration on the National Treasury Central Supplier Database (CSD)
- Proven experience in landscaping, beautification, or municipal enhancement projects
- Completed Standard Bidding Documents (MBD 1-9) and tax compliance certification
- B-BBEE verification certificate or sworn affidavit for preference point allocation
- Proof of no undisputed municipal accounts overdue by more than 30 days
Evaluation and Preference Points
Proposals will be evaluated using the 80/20 preference point system. Functionality assessment includes methodology, cash flow planning, and works programme (30 points) plus promotion of local enterprises (20 points). Specific goals allocation includes points for Ingquza Hill locality, OR Tambo District, and Eastern Cape-based enterprises.

Submission Guidelines Tenders must be submitted by hand in a sealed envelope clearly marked with tender reference IHLM/176/2025-26/COMM and deposited at the Municipal Reception, 135 Main Street, Flagstaff, by 12:00 on the closing date. Late, couriered, faxed, or emailed tenders will not be accepted. Ingquza Hill Local Municipality reserves the right to accept or reject any bid and is not bound to appoint the lowest-priced bidder. Successful appointment is subject to verification of all documentation and execution of a formal service level agreement. Quotations must remain valid for 90 days from the closing date.
