Transnet SOC Ltd, operating as Transnet Port Terminals (TPT), invites qualified commercial cleaning service providers to submit bids for the provision of comprehensive cleaning services at the Saldanha Iron Ore Terminal and Multi-Purpose Terminal. This Request for Proposal (TPT/2026/03/0153/2557/RFP) targets established facility management contractors capable of delivering high-standard cleaning solutions over a five-year contract period.
Service Requirements and Deliverables
The appointed service provider will deliver end-to-end commercial and deep cleaning services across TPT’s Saldanha facilities, including:
- Daily cleaning of offices, administration blocks, operational areas, and public spaces
- Deep cleaning of floors, walls, windows, windowsills, and sanitary facilities
- Waste management, bin emptying, and disposal coordination
- Supply of cleaning consumables, equipment, and labour as per scope specifications
- Compliance with SABS standards, occupational health and safety regulations, and environmental protocols
- Deployment of qualified supervisors and trained cleaning staff in company uniforms with appropriate PPE
Eligibility and Compliance Criteria
Bidders must demonstrate:
- Valid registration on the National Treasury Central Supplier Database (CSD)
- Proven experience in commercial or industrial cleaning contracts, preferably within port or logistics environments
- Valid COIDA Letter of Good Standing and occupational health compliance documentation
- B-BBEE verification certificate or sworn affidavit for preference point allocation
- Completed Standard Bidding Documents (SBD 1, SBD 4, SBD 6.1)
Submission Guidelines and Deadlines
Proposals must be submitted electronically via the Transnet e-Tender Submission Portal by 22:00 on Friday, 24 April 2026. Bidders are advised to upload submissions at least 24 hours before closing to avoid technical delays. All pricing must be firm, quoted in South African Rand, and inclusive of VAT. Late, incomplete, or non-compliant submissions will not be considered.
Evaluation and Preference Points
Proposals undergo a multi-stage evaluation process. Administrative and substantive responsiveness screening precedes technical functionality assessment (minimum threshold applies). Successful bidders proceed to price and specific goals evaluation using the 80/20 preference point system under the Preferential Procurement Regulations 2022.
