Ingquza Hill Local Municipality invites qualified training service providers to submit quotations for the provision of graphic design training to five municipal officials. This Request for Quotation (IHLM-82/2025-26/CORP) targets MICT SETA-accredited institutions capable of delivering outcomes-based skills development that enhances the municipality’s internal communication and branding capabilities.
Training Programme Requirements
The appointed service provider will deliver comprehensive graphic design training covering:
- Proficiency in industry-standard design software (Adobe Creative Suite or equivalent)
- Principles of visual communication, layout design, and typography
- Municipal branding guidelines and corporate identity application
- Digital media production for print and online platforms
- Practical project-based learning aligned with municipal communication needs
Training must be delivered at the municipality’s offices in Flagstaff or via an agreed hybrid model, with all materials and resources provided by the service provider.
Provider Accreditation and Eligibility
Bidders must demonstrate:
- Valid MICT SETA accreditation certificate specifically for Graphic Design training
- Current registration on the National Treasury Central Supplier Database (CSD)
- Completed and signed Standard Bidding Documents (MBD 1-9)
- Valid SARS Tax Compliance Status PIN printout
- Signed confirmation letter that no undisputed municipal accounts are overdue by more than 30 days
Submission Guidelines and Deadline
Proposals must be submitted by hand to the Procurement Section at 135 Main Street, Flagstaff, 4810, by 12:00 on Thursday, 16 April 2026. Submissions must be:
- Placed in a sealed envelope clearly marked with tender reference IHLM-82/2025-26/CORP
- Submitted on the original bid documentation provided by the municipality (no reproduced or altered documents)
- Initialled on each page by an authorised signatory
- Accompanied by all mandatory supporting documents as listed in the tender
No late, couriered, faxed, or emailed tenders will be accepted under any circumstances.
Evaluation and Preference Points
Quotations will be evaluated based on technical capability, accreditation status, pricing competitiveness, and B-BBEE compliance. The municipality applies an 80/20 preference point system, with specific goals allocation for local enterprise participation, black ownership, women ownership, and youth involvement within the Eastern Cape.
