The Western Cape Government Department of Health and Wellness invites qualified service providers to submit bids for the rendering of a comprehensive cleaning service at Mitchells Plain Hospital. This Request for Bid (WCGHSC0469/2026) targets experienced healthcare cleaning contractors capable of delivering high-standard hygiene services across a busy public hospital environment for a three-year contract period.
Service Requirements and Facility Coverage
The appointed service provider will deliver comprehensive cleaning services across all areas of Mitchells Plain Hospital and satellite facilities, including Heideveld EC, overnight wards, Magnolia Ward, Freezia Ward, and Mitchells Plain and Heideveld Thutuzela centres. Scope includes:
- Daily cleaning of clinical and non-clinical areas, ablutions, offices, and public spaces
- Supply of all cleaning consumables, equipment, and labour as per Annexure A
- Adherence to environmentally friendly “green” product standards aligned with Sustainable Public Procurement
- Implementation of enhanced sanitisation protocols during communicable disease outbreaks
Eligibility and Mandatory Experience Criteria
Bidders must demonstrate:
- Minimum three (3) years’ proven experience in cleaning general hospital environments
- Submission of at least three written references from previous healthcare facility contracts
- Valid registration on the National Treasury Central Supplier Database (CSD)
- B-BBEE verification certificate or sworn affidavit for preference point allocation
- Commitment to staff vetting: all deployed personnel must be cleared by SAPS with no criminal record
Compulsory Site Inspection Details
Attendance at the pre-bid site inspection is mandatory. Bidders who fail to attend will be disqualified.

Submission Guidelines and Evaluation
Completed bid documents must be deposited in the bid box at the main entrance of the Department of Health Supply Chain Management Offices (M9 Building), Karl Bremer Hospital, C/O Mike Pienaar Boulevard & Frans Conradie Avenue, Bellville, by 11:00 on Thursday, 30 April 2026. Proposals will be evaluated using the 80/20 preference point system, with functionality assessment requiring a minimum threshold before price evaluation. Note: labour cost increases must be projected into Year 2 and Year 3 pricing, as no adjustments will be granted during the contract period.
