Alfred Duma Local Municipality invites qualified civil engineering contractors to submit bids for appointment to a panel of service providers for the construction of roads and stormwater structures. This Request for Bid (IATS 2025/2026/04) targets CIDB-registered contractors (Grade 1CE to 9CE) for a three-year panel appointment on an as-and-when-required basis, supporting critical infrastructure development across the municipality.
CIDB Grading and Eligibility Requirements
Prospective bidders must hold valid and active CIDB registration in the Civil Engineering (CE) class of works, ranging from Grade 1CE to 9CE. Additional mandatory requirements include:
- Valid registration on the National Treasury Central Supplier Database (CSD)
- Proof of tax compliance status via SARS-issued PIN or certificate
- B-BBEE verification certificate or sworn affidavit for preference point allocation
- Company registration documents and director identification copies
Functionality Evaluation and Scoring Threshold
Bids undergo a two-stage evaluation process. The functionality assessment requires a minimum score of 85% to advance to price evaluation. Criteria include:
- Company experience in similar road and stormwater projects (30 points)
- Qualification documents and certified reference letters for completed works (30 points)
- Key personnel expertise with certified CVs and trade test certificates (25 points)
- Equipment and resource availability (15 points)
Compulsory Briefing Session Details
Attendance at the pre-bid clarification meeting is mandatory. Bidders who fail to attend will be disqualified.

Submission Guidelines and Deadline

Submissions must be clearly marked with tender reference number IATS 2025/2026/04. Late, incomplete, emailed, or faxed submissions will not be accepted under any circumstances. All prices must be firm, quoted in South African Rand, and inclusive of VAT.

Proposals will be evaluated using the 80/20 preference point system: 80 points for price competitiveness and 20 points for specific goals, including race (HDI) ownership verification and RDP goals requiring proof of location within the Alfred Duma Local Municipality area. Alfred Duma Local Municipality reserves the right to accept or reject any bid and is not bound to appoint the lowest-priced bidder. Successful appointment is subject to verification of all documentation and compliance with municipal supply chain management policies. Quotations must remain valid for 120 days from the closing date.
