Non-Compulsory Briefing Session Details

A virtual briefing session will be held on 14 April 2026 at 11:00 AM via Microsoft Teams. The link will be published on the FSCA website. While attendance is not compulsory, it is strongly recommended. All questions regarding the bid must be submitted in writing to tenders@fsca.co.za by 17 April 2026. The FSCA will publish consolidated responses on its website within three working days.

Comprehensive Scope of Event Management Services

Successful panellists must demonstrate end-to-end event management capabilities across six core areas:

  • Strategic planning, project management, and risk control
  • Venue sourcing, logistics, and third-party supplier management
  • Delegate registration and online platform administration
  • Hybrid event production, live broadcasting, and technical services
  • Branding, communication materials, and stakeholder liaison
  • Post-event reporting, feedback surveys, and budget reconciliation

Mandatory Compliance and Submission Requirements

Bidders must be registered on the Central Supplier Database (CSD). Submissions require:

  • Two printed copies (one original, one copy) plus one electronic PDF copy on a flash drive or CD
  • Initialled pages on the bottom right-hand corner
  • Completed and signed SBD 1, SBD 3.3, SBD 4, and SBD 6.1 forms
  • No corrections fluid permitted; alterations must be scratched out and initialled

Functional Evaluation and Minimum Scoring Threshold

The bid follows a four-stage evaluation process. Stage Two (functional desktop evaluation) requires a minimum of 80 out of 100 points to proceed. Weightings are allocated as:

  • Methodology: 30 points
  • Company profile: 20 points
  • Core team CVs (average 5+ years experience): 20 points
  • Three or more reference letters from corporate or government clients: 30 points

Preference Points and Specific Goals

The 80/20 preference point system applies. Specific goals carry 20 points:

  • 51% or more women ownership: 5 points
  • 51% or more youth ownership: 5 points
  • 51% or more black ownership: 10 points

Valid BBBEE certificates, sworn affidavits, or CIPC documents must accompany claims. The panel appointment does not guarantee work assignment; individual assignments will follow separate RFQ processes.
