Sentech SOC Ltd, a Schedule 3B State-Owned Company and the largest broadcasting signal distributor in South Africa, invites suitably qualified CIDB registered civil engineering and building contractors to apply for appointment to a panel of pre-qualified service providers. The panel will render civil and/or building services at various Sentech transmitter sites on an “as and when required” basis for a period of three years.
Panel Structure Across Four CIDB Clusters
Contractors must indicate the class and category of work for which they are bidding. The panel is structured across four clusters based on CIDB grading:
- Cluster A – Small Works: Grades 2CE/2GB to 3CE/3GB (Upper limit: R3,000,000)
- Cluster B – Medium Projects: Grades 4CE/4GB to 5CE/5GB (Upper limit: R10,000,000)
- Cluster C – Major Projects: Grades 6CE/6GB to 7CE/7GB (Upper limit: R60,000,000)
- Cluster D – Strategic Projects: Grades 8CE/8GB to 9CE/9GB (No limit)
Compulsory Briefing Session and Submission Requirements
A compulsory virtual briefing session will be held. Bidders must attend and sign the attendance register to qualify.

Bids must be submitted via the eTender Portal or by hand to the Sentech tender box in Honeydew, Johannesburg. A two-envelope system applies: Technical Proposal (Envelope One) and Financial Proposal (Envelope Two) must be submitted separately within one sealed outer envelope. Combining financial information with the technical proposal will result in automatic disqualification.
Mandatory Eligibility Criteria for Both Categories
Bidders must comply with all mandatory criteria. Failure will result in disqualification:
- Valid CIDB registration (Grade 2CE to 9CE or 2GB to 9GB).
- Valid COIDA/FEM Letter of Good Standing.
- Site Agent/Manager with a minimum National Diploma in the Built Environment.
Functionality Evaluation with 85-Point Minimum Threshold
Bids that meet the mandatory criteria will be evaluated on functionality. A minimum score of 85 out of 100 points is required to proceed. Points are allocated for:
- Site Agent/Manager Experience (25 points): Based on years of experience (5+ years = 25 points).
- Site Foreman Experience (25 points): Based on years of experience (10+ years = 25 points).
- Safety Officer (20 points): Must be registered with SACPCMP as a CR 8.5 Appointee, with a National Diploma in Safety Management (5+ years = 20 points).
- Construction Experience (30 points): Based on number of completed similar projects (5+ projects = 30 points). Points allocation varies by cluster grade.
Risk Assessment and Preferential Procurement
Bidders who pass the functionality evaluation will undergo a risk assessment. Sentech may disqualify bidders based on the outcome. The final evaluation uses an 80/20 or 90/10 preference point system for price and specific goals, with preference points allocated for black ownership, women ownership, and disability ownership.
