The Perishable Products Export Control Board (PPECB) invites suitably qualified and accredited service providers to submit quotations for the supply, delivery, servicing, and installation of health and safety equipment at its Bothaville office. This opportunity seeks to enhance workplace safety compliance and operational readiness at the facility located in the Free State.
Comprehensive Scope of Health and Safety Equipment
The successful bidder will be responsible for supplying and installing a range of essential health and safety equipment. The required items include:
- Servicing of one existing 4.5kg CO2 fire extinguisher.
- Supply and installation of one new 4.5kg CO2 fire extinguisher with J-bracket and signage.
- One exit sign, one running man and arrow green sign, one assembly point with pole, one beware of the step sign, and one emergency information board.
Mandatory CIDB and Professional Registrations
Bidders must meet specific mandatory requirements to be considered. Failure to comply will result in disqualification:
- CIDB Registration: Proof of Construction Industry Development Board (CIDB) grading designation of 1 SF or higher.
- SAQCC Registration: Valid, certified proof of registration with the South African Qualification & Certification Committee – Fire (SAQCC-Fire).
Functionality Evaluation with Minimum Threshold
Bids that meet the mandatory criteria will be evaluated on functionality, requiring a minimum qualifying score of 30 out of 40 points:
- References (20 points): Bidders must submit contactable reference letters from previous clients for similar services, with points awarded based on the number of references provided (up to 20 points for four or more).
- SAQCC Registration (20 points): Points awarded for submitting valid, certified proof of SAQCC-Fire registration.
Compliance Documentation and Submission Requirements
To be considered, bidders must submit a complete response including all required compliance documents:
- Fully completed SBD1 (Invitation to Bid), SBD4 (Bidder’s Disclosure), and SBD6.1 (Preference Points Claim Form).
- Valid Tax Compliance Status PIN or certificate.
- Valid B-BBEE certificate or EME/QSE sworn affidavit.
- Proof of registration on the Central Supplier Database (CSD).
Preferential Procurement and Evaluation Process
The RFQ will follow a four-stage evaluation process. Bidders who meet compliance, mandatory, and functionality requirements will proceed to the final stage:
- Price and Specific Goals: An 80/20 preference point system will apply, with 80 points allocated for price and 20 points for specific goals.
- Specific Goals: Points are awarded for small businesses, with Exempted Micro Enterprises (EMEs) and Qualifying Small Enterprises (QSEs) receiving 20 points, and generic enterprises with turnover above R50 million receiving 5 points.
