The Limpopo Department of Public Works, Roads and Infrastructure (LDPWRI) invites suitably qualified service providers to submit bids for the collection and disposal of hazardous waste material across five districts in Limpopo Province. This three-year contract aims to ensure compliant, environmentally responsible management of waste generated from road maintenance and construction activities.
Project Scope and Waste Types
The LDPWRI generates hazardous waste from various activities, including asphalt, bitumen drums, asphalt rubble, paint drums, oil drums, and fuel tanks. The appointed service provider will be responsible for:
- Collection: Collecting waste from 36 cost centres across the Capricorn, Vhembe, Sekhukhune, Waterberg, and Mopani districts. Collection frequency will be determined by the department.
- Transportation: Transporting collected hazardous waste using leak-proof, covered vehicles to licensed waste management facilities, avoiding nuisance conditions during transit.
- Disposal: Ensuring all waste management options (re-use, recycle, recovery, treatment) are considered before disposal, in line with the National Waste Management Strategy. Loading costs are for the service provider’s account.
Functionality Evaluation with 65% Minimum Threshold
Bids that meet the pre-qualification criteria will be evaluated on functionality. A minimum score of 65% is required to proceed to the price and preference stage:
- Company Experience (30 points): Points awarded based on years of experience in hazardous waste management (6+ years = 30 points). Valid appointment letters and purchase orders with contactable references must be attached.
- Previous Disposal Certificates (30 points): Points awarded for submitting disposal/destruction certificates and invoices from licensed hazardous waste management facilities (10+ certificates = 30 points).
- Consent Letters from Licensed Facilities (20 points): Bidders must attach consent letters from licensed hazardous waste facilities where waste will be transported. Points allocated based on the number of consent letters (3+ letters = 20 points).
- Financial Capability (20 points): Bidders must provide a financial guarantee (R350,000 and above = 20 points). A certificate from a sustainable service or financial guarantee is required.
Mandatory Pre-Qualification Requirements
Failure to meet any of the following will result in automatic disqualification:
- Duly completed and signed power of attorney/authority for signatory.
- Joint Venture Agreement (if applicable) completed and duly signed.
- Bid document submitted in its original form.
- Non-completion or non-signing of SBD 1, SBD 3.1, SBD 4, and SBD 6.1.
- Completion of pricing schedule; omission of VAT by non-VAT vendors.
- Failure to sign the non-collusion certificate.
- Use of pencil or failure to complete in permanent black ink.
- Mandatory: Attach consent letter(s) from a licensed hazardous waste management facility where waste will be transported.
Award Structure and Pricing
- Award per District: The award will be per district, limited to one bidder per district. The department reserves the right to award one bidder to more than one district if no recommendable bidders exist in a district.
- Firm Prices: Only firm prices will be accepted. Non-firm prices (including those subject to exchange rate variations) will not be considered.
- Validity Period: Offers must remain valid for 120 days from the closing date.
- Travel Kilometres: Travelling kilometres will only be referenced from the district cost centre (where the tenderer is awarded) to the licensed hazardous waste management facility.
