The City of Cape Town, through its Community Services and Health Directorate: Recreation and Parks, invites experienced cleaning service providers to submit bids for the provision of general facility cleaning services across its extensive portfolio of leased and owned facilities. This tender represents a significant opportunity to secure a 36-month contract covering two operational regions.

Comprehensive Cleaning Scope Across Two Regions

The successful bidder will be responsible for delivering comprehensive cleaning services across facilities in the Northern and Southern Regions. The scope includes, but is not limited to:

  • Facility Types: Beaches and ablutions, community centres, resorts, sports grounds and stadia, swimming pools and spray parks, public open spaces, parks, and administrative offices.
  • Service Requirements: Daily, weekly, and monthly cleaning tasks as per the detailed cleaning matrix, including ablution servicing, waste management, and high-touch surface sanitation.
  • Ad Hoc Specialised Services: Strip and seal floor restoration, illegal dumping clean-up, graffiti removal, steam cleaning for various surfaces, and emergency flood response.

Regional Appointment and Winner-Takes-All Allocation

The City intends to appoint four contractors. Tenderers may bid for one or both regions, with each region evaluated independently.

  • Region North: One winner and one alternative contractor.
  • Region South: One winner and one alternative contractor.
  • Allocation Mechanism: Work will first be offered to the winner. If declined or if performance standards are not met, work will be allocated to the alternative contractor.

Functionality and Preferential Procurement Evaluation

Bids will be evaluated using a two-stage process. First, tenderers must achieve a minimum qualifying score of 60 out of 100 for functionality, assessed on:

  • Criteria A (40 points): Commercial contract value (scale of delivery).
  • Criteria B (40 points): Company experience (years in sector).
  • Criteria C (20 points): Key personnel experience (competency).
    Responsive bids will then be evaluated on an 80/20 price and specific goals preference point system.

Mandatory Submission Requirements

To be declared responsive, tenderers must submit a fully completed tender document with all prescribed returnable schedules, including:

  • Proof of registration on the Central Supplier Database (CSD).
  • A valid Tax Compliance Status PIN.
  • Proof of registration with the Department of Employment & Labour and a valid COIDA Letter of Good Standing.
  • Completed functionality schedules (F.13C, F.13D, F.13E) with supporting evidence.
  • Declaration of Interest (MBD 4 amended), Conflict of Interest Declaration, and Certificate of Independent Bid Determination.
