Umalusi, the Quality Assurance Council for General and Further Education and Training, has published a Request for Proposal (RFP) for the appointment of a service provider to produce certificate background paper. This tender, designated Umalusi (25-26) T0003, seeks a specialised security printer to supply high-security paper for a three-year period, from 1 April 2027 to 31 March 2030.
Scope of Work: High-Security Certificate Paper Production
The appointed service provider will be responsible for producing approximately 1.2 million sheets of certificate background paper annually. The paper must be 120gsm with Umalusi’s distinctive watermark and incorporate multiple anti-counterfeiting features, including complex guilloche patterns, microprinting, UV inks, holographic elements, laser perforation, and sequential serial numbering with bleed-through ink. A sample certificate demonstrating these security features must be submitted with the bid.
Mandatory Requirements and Accreditation
Bidders must meet strict mandatory criteria to qualify. These include:
- Compulsory Briefing Session: Attendance at the virtual session on 10 April 2026 at 10:00 via Microsoft Teams.
- Print SA Accreditation: Valid accreditation for the Print Secure Standard, aligned with ISO 14298 for security printing management.
- Financial Statements: Audited annual financial statements for the past three years, post-31 December 2021.
- Capacity Declaration: Signed confirmation of capacity to handle large-volume security printing (over one million sheets in a single run) with delivery within 150 days of award.
Evaluation Process: Four Phases
The bid will be evaluated in four phases:
- Phase 1: Administrative Compliance – Submission of all required forms and documentation.
- Phase 2: Mandatory Criteria – Verification of compulsory requirements, including Print SA accreditation and financial capacity.
- Phase 3: Functionality Criteria – Assessment of production site governance, track record, technology, equipment, and methodology. Bidders must achieve a minimum of 80 out of 100 points to proceed.
- Phase 4: Site Inspection – On-site verification of policies, staffing, production processes, and operational security. A minimum of 80 out of 100 points is required.
- Phase 5: Price and Specific Goals – Evaluation using the 80/20 preference point system.
Technical and Security Specifications
The printing facility must meet stringent security requirements, including:
- Biometric or card-based access control with full CCTV coverage and 12-month recording retention.
- Secure storage for substrates, inks, holograms, and plates under dual control.
- Controlled waste destruction with witnessed and recorded processes.
- A detailed facility security plan, access control policy, and business continuity plan.
Submission Instructions and Closing Date
All bids must be submitted in hard copy—one original and one duplicate, clearly marked—accompanied by one electronic version. Submissions must be delivered to Umalusi’s offices at 41 General Van Ryneveld Street, Persequor Technopark, Pretoria, and placed in the designated bid box.
Closing Date: Friday, 24 April 2026, at 12:00. Bids must remain valid for 180 days from closing.
