Air Traffic and Navigation Services Company Limited (ATNS) invites qualified construction service providers to submit quotations for the appointment of a service provider for carport installation at the Richards Bay Airport Control Centre under RFQ ATNS/RFQ/01/2026/03/CARPORT INSTALLATION_FARB_RE-ADVERT. This procurement opportunity supports infrastructure enhancement at one of South Africa’s critical aviation facilities while offering compliant contractors engagement with a leading state-owned air navigation service provider.
Project Scope and Technical Requirements
- Installation of six (6) metal carports, each measuring 5.25m x 2.5m with 25cm overhang
- Side cladding installation extending 1.5 metres from roof on both ends
- Installation of heavy flush parking reservation locks (650mm x 110mm x 4mm)
- Anti-slip grip installation on Control Tower staircase edges for personnel safety
- Site preparation including permits, material gathering, ground levelling and perimeter setting
Mandatory Compliance and Registration Requirements
Bidders must submit:
- Valid CIDB registration certificate for General Building Works (2GB grade or higher)
- Valid COIDA Letter of Good Standing or registered mutual association policy
- Minimum two (2) contactable reference letters confirming completed carport installation or general building works within the past seven years
- Current Central Supplier Database (CSD) registration report reflecting tax compliance
Compulsory Briefing and Site Inspection
A mandatory briefing session and site inspection will be held on Tuesday, 31 March 2026 at 10:30 at 1 Richards Bay Airport Road, Birdswood, Richards Bay, KwaZulu-Natal. Bidders who fail to attend will be automatically disqualified. Attendance certificates must be signed by both bidder and ATNS representative.
Evaluation Criteria and Preference Points
Quotations are evaluated using the 80/20 preference point system:
- Price: 80 points
- Specific Goals: 20 points (51% Black ownership: 10 points; 30% Black women ownership: 10 points)
Submission Guidelines and Deadlines
Quotations close strictly at 11:00 on Tuesday, 07 April 2026. All submissions must be emailed to RFQs@atns.co.za (cc: MoleteM@atns.co.za) with the RFQ reference number clearly indicated. Late, faxed or hand-delivered submissions will not be considered. Proposals must remain valid for 60 calendar days from closing date.
