The Manufacturing, Engineering and Related Services SETA (merSETA) invites qualified transport service providers to submit quotations for the provision of shuttle services under RFQ/FAC/25/26/314. This two-year contract supports merSETA’s operational mobility requirements across Gauteng, offering compliant service providers an opportunity to partner with a key skills development authority.

Service Scope and Operational Zones

  • Provision of qualified drivers with valid Public Driver’s Permits
  • Fleet ranging from standard to executive vehicles and combis on request
  • Service zones: Johannesburg Head Office, Witbank, and Pretoria (Gauteng North)
  • Airport transfers and ad-hoc route services as required

Mandatory Bidder Requirements

  • Minimum three (3) traceable reference letters for similar shuttle services completed within the last three years
  • Business profile demonstrating 80% shuttle and transportation-driven operations
  • Valid third-party insurance registration and roadworthy certificates for all fleet vehicles
  • Photographs and descriptions of vehicles to be deployed for the contract

Submission Guidelines and Deadlines

Quotations close strictly at 12:00 on Tuesday, 31 March 2026. All submissions must be emailed to quotations@merseta.org.za with the RFQ reference number clearly indicated. Late, faxed, or hand-delivered quotations will not be considered. NB: A compulsory site visit will be conducted; arrangements must be made with the nominated merSETA staff member.

Evaluation Criteria and Preference Points

Quotations are evaluated using an 80/20 preference point system:

  • Price: 80 points
  • Specific Goals: 20 points (Race/Black ownership, Women, Disability, Youth participation)

Compliance and Administrative Documentation

  • Valid Central Supplier Database (CSD) registration with MAAA number
  • Completed and signed SBD 4 Declaration of Interest form
  • merSETA SBD 6.1 Preference Points Claim Form
  • Certified copies of company registration (CIPC) and director ID documents
