The Limpopo Department of Sport, Arts and Culture invites qualified event management companies to submit bids for tender DSAC2025/26-B8: Services for organizing, marketing, managing and executing the Mapungubwe Arts Festival across the 2026/27, 2027/28 and 2028/29 financial years. This three-year contract closes on 20 April 2026 at 11:00. Bids must be deposited at 21 Biccard Street, Olympic Towers Building, Polokwane, 0699.
Festival Scope and Cultural Objectives
The Mapungubwe Arts Festival promotes social cohesion and nation building by showcasing Limpopo’s diverse cultures through dance, music, arts, film, video and craft. The successful bidder will manage fifteen key activities including:
- District build-up events and media launch
- Cultural Carnival, Marathon and Craft Market Exhibition
- Film, Theatre, Poetry and Youth Festivals
- Choral Festival, Comedy Night and Gospel Sessions
- Main Music Festival and Mapungubwe Cup
Eligibility and Mandatory Requirements
Bidders must demonstrate financial capacity of minimum R5 million, provide proof of CSD registration, valid SARS Tax Compliance Status, and submit an original certificate from an accredited accountant confirming solvency. A detailed methodology covering risk management, catering, accommodation, backstage logistics and time management is required alongside contactable reference letters and team CVs.
Evaluation and Preference Points System
Bids undergo three-phase evaluation: administrative compliance, functionality scoring (minimum 70/100 required), and price/preference assessment using the 90/10 system. Specific goals allocate points for Black ownership (5), women (1), youth (1), disabled persons (1), military veterans (1) and rural/township businesses (1). Management fees must not exceed 10% of total bid value.
