JW Invites Seeks Installation of Paving at Devland Pump Station

Johannesburg Water has issued Request for Quotation RFQJW36SC26 for the installation of paving at the Devland Sewer Pump Station. This procurement targets CIDB-registered civil engineering contractors capable of delivering quality interlocking brick paving solutions for critical municipal infrastructure in Johannesburg.

Tender Overview and Project Scope

The RFQ seeks a qualified service provider to undertake comprehensive paving works at the Devland Sewer Pump Station. The project forms part of Johannesburg Water’s ongoing infrastructure maintenance programme to ensure operational efficiency and site safety at essential wastewater management facilities.

Scope of Work and Technical Requirements

Bidders must quote for the following deliverables:

  • Site clearance: Remove grass, rubble and dispose of waste across 635 m²
  • Surface preparation: Level and compact the 635 m² area to specification
  • Paving installation: Supply and lay 80mm interlocking bricks across the full area
  • Retaining wall construction: Build 10m length x 0.5m height retaining structure
  • Grating installation: Fit appropriate drainage gratings as per design
  • Safety documentation: Submit comprehensive SHE file aligned with Johannesburg Water specifications

Mandatory Compliance and Accreditation

Proposals will be disqualified without:

  • Valid CIDB registration grading 1CE (Civil Engineering Works) or higher
  • Active Central Supplier Database (CSD) registration with MAAA number
  • Completed MBD forms: SBD1, MBD4, MBD6.1, MBD8, and MBD9
  • Valid Tax Compliance Status PIN or SARS certificate
  • BBBEE verification certificate or sworn affidavit
  • Company registration documents with director/shareholder ID copies
  • Proof of municipal account or lease agreement not older than three months

Evaluation and Preference Point System

Quotations will be assessed using the 80/20 preference point system:

  • 80 points allocated for price competitiveness
  • 20 points for specific goals including businesses located within City of Johannesburg, COJ municipality, or Gauteng Province
  • Technical evaluation considers reference letters for similar completed projects, project delivery timelines, and CIDB grading compliance

Submission Guidelines and Portal Access

All submissions must be uploaded exclusively via the National Treasury eTender portal at https://www.etenders.gov.za/. Email submissions will not be accepted. Quotations must be submitted in PDF format on company letterhead, valid for 60 days, and inclusive of VAT and all applicable taxes.
