The Human Sciences Research Council (HSRC) has issued Request for Quotation 33978 for the appointment of a qualified service provider to install a modern CCTV surveillance system with 12-month maintenance support. This strategic procurement targets accredited security specialists capable of delivering comprehensive surveillance solutions for HSRC facilities in Pretoria and Sweetwaters.
Tender Overview and Project Scope
The RFQ seeks a reliable partner to supply, install, configure, test, and commission a complete CCTV system including:
- Supply and installation of six new indoor IP dome and outdoor bullet cameras (1080p minimum)
- Integration of ten existing 16-channel Network Video Recorders (NVRs)
- Installation of eleven 12-port PoE network switches in 9U cabinets across 11 premises sections
- Provision of UPS backup systems delivering minimum 8-hour power continuity
Technical System Requirements
Proposed solutions must deliver:
- 1920 × 1080 resolution at 30fps with infrared or backlight compensation for night viewing
- Minimum 120 days of footage storage capacity with client-server architecture
- Scalable design supporting future camera additions and optional facial recognition
- Live view, playback, alarm linkage, intrusion detection, and remote browser-based NVR configuration
Infrastructure and Cabling Standards
All installations must comply with:
- SAQCC and electronic fire detection cabling standards
- Neat, secure equipment mounting with professional conduit management
- Industry-standard operating systems and protocols for system integration
- Comprehensive testing and commissioning before handover
Mandatory Compliance Documentation
Bidders must submit certified proof of:
- Active PSIRA registration for company or assigned technicians
- Valid COIDA Letter of Good Standing (registration alone insufficient)
- Public liability insurance cover of at least R500,000 per occurrence
- Occupational Health and Safety qualification (SAMTRAC/COMSOC/OHS certificate)
- CCTV technical or manufacturer certification for at least one technician
- CIDB registration grade 1EB or higher
- Minimum 12-month warranty on all work and supplied products
- Three contactable references for similar CCTV projects completed within 36 months
Evaluation and Preference Criteria
Proposals will be assessed using the 80/20 preference point system:
- 80 points allocated for price competitiveness
- 20 points for specific goals including B-BBEE status, local enterprise development, and ownership by youth, women, or persons with disabilities
