Gert Sibande District Municipality invites qualified service providers to submit bids for the appointment of a service provider for hygiene services and pest control under tender reference RE-ADVERT GSDM 64/2024. This 36-month contract covers the municipality’s main office in Ermelo, the Water Laboratory, and disaster centres across Mkhondo LM, Chief Albert Luthuli LM, Dipaleseng LM, and Dr Pixley Ka Isaka Seme LM.
Scope of Work and Service Specifications
The successful bidder will deliver comprehensive monthly services including:
- Service of SHE bins and disposal of SHE wastes
- Deep cleaning of toilets, basins, urinals, showers, and kitchens
- Rodent and mice treatment with tamper-proof bait boxes (internal and external)
- Ant and cockroach treatment using approved pest control methods
All services must adhere to municipal health and safety standards with documented service reports.
Functionality Evaluation and Minimum Requirements
Bids will undergo a three-stage evaluation process. Stage One assesses functionality with a maximum of 60 points; bidders must score at least 50 points to proceed. Evaluation criteria include:
- Relevant experience in hygiene services and pest control (20 points)
- Technician qualifications and certifications in pest management (20 points)
- Valid waste disposal certificates and permits (20 points)
Only bidders meeting the minimum threshold advance to price and preference evaluation.
Preference Points and Specific Goals
The 80/20 preference point system applies, with 80 points allocated for price and 20 points for specific goals:
- Women ownership: 10 points
- People living with disabilities ownership: 5 points
- Youth ownership: 3 points
- Enterprise located within Gert Sibande District: 2 points
Bidders must submit valid B-BBEE certificates or sworn affidavits with supporting documentation to claim preference points.
Compulsory Briefing and Submission Requirements
Attendance at the compulsory briefing session is mandatory for tender eligibility. The session will be held on Thursday, 19 March 2026, at 11:00 in the Level 2 Auditorium Boardroom, GSDM Main Building, Ermelo. Bidders must register on the Central Supplier Database (CSD) and submit all compulsory returnable documents including MBD forms, tax compliance PIN, and municipal account clearance.
