Ekurhuleni Housing Company (EHC) invites qualified ICT suppliers to submit quotations for the supply and installation of three kiosk computers with secure desk stations and two corporate laptops under RFQ reference EHCKL/03/2026. This procurement supports EHC’s digital service delivery mandate, enabling secure public access to housing applications and efficient corporate operations across the City of Ekurhuleni.
Kiosk Computer and Secure Station Specifications
Each of the three kiosk systems must meet rigorous technical standards:
- Processor: Intel Core i5 (12th Gen or higher), 16GB DDR4 RAM, 512GB NVMe SSD
- Display: 23″-24″ Full HD LED monitor with IPS panel and anti-glare finish
- Secure Desk Station: Heavy-duty steel construction, lockable CPU compartment, tamper-proof fasteners, integrated cable management, bolted floor mounting
- Power Protection: 650VA UPS per kiosk with 10-15 minute backup runtime and concealed wiring
- Warranty: 3-year OEM next-business-day onsite support with media retention and accidental damage coverage
Corporate Laptop Technical Requirements
The two corporate laptops must deliver enterprise-grade performance:
- Processor: Intel Core Ultra 7 13th Generation (up to 4.30 GHz)
- Display: 14″ anti-glare, 300 nits brightness, 1920×1200 resolution
- Memory & Storage: 16GB DDR5 RAM, 512GB PCIe NVMe SSD
- Connectivity: Wi-Fi 6E, Bluetooth 5.3, Nano-SIM slot, HDMI 2.1, RJ-45
- Security: Integrated fingerprint reader, Windows 11 Professional
- Accessories: 15″ laptop backpack included, 65W USB-C adapter
Mandatory Compliance and Administrative Requirements
Bidders must satisfy a three-stage evaluation process. Stage One requires proof of financial capability through recent bank statements or overdraft facilities, plus a completed pricing schedule. Stage Two mandates submission of certified director IDs, CIPC registration documents, municipal account statements, valid BBBEE certification, bank confirmation letters, signed MBD forms, SARS tax PIN, and current CSD reports. Non-compliance at either stage results in automatic disqualification.
Evaluation Framework and Preference Points
Responsive quotations will be assessed using the 80/20 preference point system. Price accounts for 80 points, calculated relative to the lowest compliant bid. Specific goals contribute 20 points:
- 5 points for Historically Disadvantaged Individual ownership (51%+)
- 3 points for women ownership (51%+)
- 2 points each for disability ownership, youth ownership, and locality within Ekurhuleni Bidders must submit certified documentation to claim preference points.

Submission Process and Key Dates
Quotations close Wednesday, 18 March 2026, at 11:00. Submit hand-delivered proposals in a sealed envelope marked “EHCKL/03/2026 – Kiosk Computers and Laptops” to the red tender box at EHC Head Office, Cnr Victoria Street and Linton Jones Street, Germiston 1400 (next to Fire Station).
