    W&RSETA Seeks Annual Report Service Provider for 3 Years

    The Wholesale and Retail Sector Education and Training Authority (W&RSETA) has issued an open Request for Bid (RFB) under reference number WRSCM-2025/2026-0018 for the end-to-end production of its Annual Report over a period of three (3) financial years (2025/26 to 2027/28). This comprehensive assignment includes content development, graphic design, layout, digital production, and high-quality printing—ensuring a professional, compliant, and visually compelling publication that reflects the SETA’s strategic impact on skills development in the wholesale and retail sector.

    Overview of the W&RSETA Annual Report Production Tender

    Published on 3 March 2026, this tender invites qualified communications agencies, design studios, and publishing firms to deliver a turnkey annual reporting solution. The successful bidder will work closely with W&RSETA’s Communications and Finance Units to produce a publication that meets National Treasury, Auditor-General, and Department of Higher Education and Training (DHET) reporting standards—while also serving as a public-facing showcase of the SETA’s achievements and accountability.

    Scope of Work: Content, Design, and Print Deliverables

    The appointed service provider will be responsible for:

    • Content development: Research, interviews, writing, editing, and proofreading in alignment with AGSA and PFMA requirements
    • Graphic design and layout: Brand-compliant, accessible, and print-ready design for both digital and physical formats
    • Production: High-resolution PDFs for web and e-submission, plus interactive elements for AGM presentations
    • Printing: Full-colour, hardcover and softcover printed copies (quantities specified per year)
    • Project management: Coordination of stakeholder reviews, version control, and timely delivery across all three years

    All work must adhere to W&RSETA’s brand guidelines and be delivered in English, with optional translations considered if budget allows.

    Interested bidders must submit their proposals by 11:00 AM on Thursday, 26 March 2026. Submissions must be in hard copy only—emailed, faxed, or digital submissions will not be accepted.

    Mandatory Documentation and Compliance Requirements

    To be considered responsive, bidders must include:

    • Valid SARS Tax Compliance PIN
    • Proof of registration on the Central Supplier Database (CSD)
    • B-BBEE certificate or sworn affidavit (EME/QSE acceptable)
    • Fully completed Standard Bidding Documents (SBDs) as referenced in the tender
    • Portfolio of three (3) similar annual report projects (published within the last 5 years)
    • Team CVs for key personnel (project manager, writer, designer, editor)
    • Firm, all-inclusive pricing for each of the three financial years

    All documents must be bound, paginated, and submitted in one original and two copies.

    Evaluation Methodology and Preference Point Allocation

    This tender will be evaluated under the 80/20 Preferential Procurement System:

    • 80 points for competitively priced, compliant offers
    • 20 points for specific empowerment goals:
      • Black ownership
      • Women ownership
      • Youth ownership
      • Disability ownership

    Preference claims must be supported by certified documentation from the CSD report and B-BBEE affidavit. Unverified claims receive zero points.

    Technical evaluation will also consider past performance, team expertise, and proposed methodology.
