The successful bidder will work closely with W&RSETA’s Communications and Finance Units to produce a publication that meets National Treasury, Auditor-General, and Department of Higher Education and Training (DHET) reporting standards—while also serving as a public-facing showcase of the SETA’s achievements and accountability.
Scope of Work: Content, Design, and Print Deliverables
The appointed service provider will be responsible for:
- Content development: Research, interviews, writing, editing, and proofreading in alignment with AGSA and PFMA requirements
- Graphic design and layout: Brand-compliant, accessible, and print-ready design for both digital and physical formats
- Production: High-resolution PDFs for web and e-submission, plus interactive elements for AGM presentations
- Printing: Full-colour, hardcover and softcover printed copies (quantities specified per year)
- Project management: Coordination of stakeholder reviews, version control, and timely delivery across all three years
All work must adhere to W&RSETA’s brand guidelines and be delivered in English, with optional translations considered if budget allows.

Mandatory Documentation and Compliance Requirements
To be considered responsive, bidders must include:
- Valid SARS Tax Compliance PIN
- Proof of registration on the Central Supplier Database (CSD)
- B-BBEE certificate or sworn affidavit (EME/QSE acceptable)
- Fully completed Standard Bidding Documents (SBDs) as referenced in the tender
- Portfolio of three (3) similar annual report projects (published within the last 5 years)
- Team CVs for key personnel (project manager, writer, designer, editor)
- Firm, all-inclusive pricing for each of the three financial years

Evaluation Methodology and Preference Point Allocation
This tender will be evaluated under the 80/20 Preferential Procurement System:
- 80 points for competitively priced, compliant offers
- 20 points for specific empowerment goals:

- Women ownership
- Youth ownership
- Disability ownership
Preference claims must be supported by certified documentation from the CSD report and B-BBEE affidavit. Unverified claims receive zero points.
Technical evaluation will also consider past performance, team expertise, and proposed methodology.
