The Northern Cape Department of Sport, Arts and Culture (NCDSAC) has issued a Request for Quotation (RFQ) under reference number NCDSAC-RFQ-001-2025/26 for the supply, delivery, and installation of paving at the Khotso Flatela Provincial Archives Repository in Kirstenhof, Kimberley. This infrastructure upgrade aims to permanently address persistent weed growth, improve site aesthetics, and enhance the professional appearance of this key cultural heritage facility.
Overview of the Northern Cape Paving Works RFQ
Published on 3 March 2026, this RFQ invites qualified and experienced civil contractors with a CIDB grading of 1 or higher to execute comprehensive paving works across approximately 2,490 m² of the repository’s front and side yards. The project forms part of the Department’s ongoing efforts to maintain and modernise provincial archival infrastructure in line with national heritage preservation standards.
Scope of Work: Site Area and Technical Requirements
The appointed service provider will be responsible for:
- Complete removal of all existing vegetation and topsoil from designated areas
- Preparation of sub-base and base layers in accordance with SANS specifications
- Supply and installation of high-quality interlocking paving blocks
- Installation of drainage solutions to prevent water pooling and erosion
- Final site cleanup and handover with a 3-month workmanship warranty
Areas to be paved include:
- Front of the repository (opposite parking bays)
- Left and right sides of the building
All materials must be new, durable, and suitable for long-term outdoor use in the semi-arid Northern Cape climate.
Key Dates, Compulsory Site Meeting, and Submission Guidelines
A compulsory site meeting will be held on Thursday, 5 March 2026 at 08:30 AM at the Khotso Flatela Archives Repository, 114 Green Street, Kirstenhof, Kimberley. Attendance is mandatory—bidders arriving after 08:45 AM will be disqualified.
Completed quotations must be submitted in a sealed envelope, clearly marked with the RFQ number and description, and deposited into the official bid box at the Department of Sport, Arts and Culture, Mervin J Erlank Sport Precinct Building (MJESP), 19–24 Recreation Road, Florienville, Kimberley, 8301, by 11:00 AM on Tuesday, 10 March 2026.
Late, emailed, or faxed submissions will not be accepted.
Mandatory Documentation and CIDB Requirements
To be considered responsive, bidders must provide:
- Valid CIDB certificate showing Grading 1 or higher
- SARS Tax Compliance PIN
- Proof of registration on the Central Supplier Database (CSD)
- B-BBEE certificate or sworn affidavit
- Three verifiable client references for similar paving projects (with contact details and scope descriptions)
- Fully completed Standard Bidding Documents (SBDs) as included in the RFQ
- Company profile demonstrating experience in large-scale paving installations
All pricing must be firm, inclusive of VAT, and valid for 90 days from the closing date.
Evaluation Criteria and Preference Point Allocation
This RFQ will be evaluated under the 80/20 Preferential Procurement System:
- 80 points for competitively priced, compliant offers
- 20 points for specific empowerment goals:
- Black ownership
- Women ownership
- Youth ownership
- Disability ownership
Preference claims must be supported by certified documentation. Unverified claims receive zero points.
The Department reserves the right to conduct site inspections and may award the contract to more than one bidder if deemed necessary.
