The Limpopo Department of Public Works, Roads and Infrastructure has issued an open Request for Bid (RFB) under reference number LDPWRI-R/20775 for the appointment of service providers to supply and maintain mobile toilet units across five districts in the province for a period of 36 months (3 years). This essential service supports road maintenance teams operating in remote areas where permanent ablution facilities are unavailable, ensuring compliance with occupational health, safety, and environmental standards.

Overview of the Limpopo Mobile Toilet Services Tender

Published on 3 March 2026, this tender responds to the critical need for dignified, hygienic working conditions for field personnel engaged in provincial road infrastructure projects. The service will be provided on an “as and when required” basis, with rapid deployment expected upon request from the Department’s regional offices.

Scope of Service: Unit Specifications and Operational Requirements

The appointed service provider(s) must deliver:

  • Mobile toilet units with two cubicles (clearly marked male and female), each serving up to 30 users per day
  • Each unit must include:
    • Lockable doors with “in-use” indicators
    • Smart flush systems
    • Hand basins with running water
    • Soap dispensers, toilet paper dispensers (4 rolls daily), and waste bins
    • SHE-compliant signage and branding

Services include:

  • Transportation to and from site
  • Weekly cleaning, restocking, and servicing
  • Safe disposal of waste at approved municipal sites, with weekly/monthly reports signed by both provider and Department
  • On-site staff wearing branded uniforms for clear identification

All operations must comply with the Occupational Health and Safety Act, National Environmental Management Act, Waste Act, and relevant municipal bylaws.

Interested bidders must submit their proposals by 11:00 AM on Monday, 23 March 2026. Submissions must be hand-delivered in a sealed envelope, clearly marked with the tender number and description, and deposited at the Limpopo Department of Public Works, Roads and Infrastructure, Corner Blaauwberg and River Streets, Polokwane, 0742.

Mandatory Documentation and Compliance Criteria

To be considered responsive, bidders must provide:

  • Valid SARS Tax Compliance PIN or CSD registration confirmation
  • Proof of registration on the Central Supplier Database (CSD)
  • B-BBEE certificate or sworn affidavit
  • Municipal permission letter authorising waste disposal at designated sites
  • Sample unit and SANA-accredited chemical specifications (upon shortlisting)
  • Fully completed Standard Bidding Documents (SBDs)

All pricing must be firm, inclusive of VAT, and valid for 120 days from the closing date.

Evaluation Methodology and Preference Point Allocation

This tender will be evaluated under the 80/20 Preferential Procurement System:

  • 80 points for competitively priced, compliant offers
  • 20 points for specific empowerment goals:
    • Black ownership
    • Women ownership
    • Youth ownership
    • Disability ownership
    • Local enterprise status (Limpopo-based)

Preference claims must be supported by certified documentation. Unverified claims receive zero points.

The Department reserves the right to conduct site inspections, request unit demonstrations, and award contracts to multiple service providers based on geographic coverage and capacity.
