The South African Weather Service (SAWS), a public entity under the Department of Forestry, Fisheries and the Environment, has issued a Request for Quotation (RFQ) under reference number 4306/25 for the supply, delivery, installation, and 36-month maintenance of a comprehensive CCTV security system, coupled with 24/7 armed response services, across five Highveld Priority Area (HPA) ambient air quality monitoring stations in Mpumalanga. A compulsory site briefing will be held on 27 February 2026 at 11:00 at Elukhanyisweni Secondary School, Emalahleni (Witbank)—attendance is mandatory for all bidders.
Project Overview: Securing Critical Environmental Infrastructure
The HPA network monitors air quality in one of South Africa’s most industrialised regions. Due to repeated incidents of theft and equipment damage, SAWS requires a robust, remotely monitored security solution that integrates real-time surveillance with rapid armed intervention. This RFQ covers both hardware deployment and ongoing operational support over three years.
Scope of Work: End-to-End Security Integration
The successful service provider will deliver:
- Supply, installation, and quarterly maintenance of high-resolution, weatherproof CCTV cameras with night vision and motion detection
- Real-time remote monitoring with alarm activation protocols
- 24/7 armed response with guaranteed arrival within 15 minutes of alarm trigger
- Secure access to live and recorded footage via email, SMS, WhatsApp, or dedicated portal
- Uniformed, PSIRA-registered guards with valid firearm competency certificates
- Branded response vehicles clearly identifiable on-site
All stations are located in remote or semi-urban areas, including Emalahleni, Middelburg, Ermelo, Hendrina, and Secunda.
Mandatory Requirements and Documentation
To be considered, quotations must include:
- Valid PSIRA registration certificate
- Confirmation letter guaranteeing 15-minute armed response and 24/7 monitoring
- Quarterly maintenance commitment for the full 36-month term
- Technical proposal detailing camera specs, data security, and access protocols
- Valid COIDA Letter of Good Standing
- Proof of registration on the Central Supplier Database (CSD)
- SARS Tax Compliance PIN or clearance certificate
- B-BBEE Certificate or sworn affidavit (Level 1–8 or EME/QSE)
- Completed Standard Bidding Documents: SBD 4 (Declaration of Interest) and SBD 6.1 (Preference Points Claim)
Quotations must be submitted exclusively via email—no hard copies, faxes, or postal submissions will be accepted.
Evaluation Criteria: Functionality and 80/20 Preference System
Quotations will be assessed in four stages:
- Administrative Compliance Check
- Mandatory Requirement Verification (PSIRA, response time, COIDA)
- Functionality Assessment (minimum 70/100 points required): technical design, reliability, past performance
- 80/20 Preferential Procurement Scoring:
- 80 points: Price (lowest compliant = 80; others scored proportionally)
- 20 points: Specific Goals (Black ownership, women/youth inclusion, locality in Mpumalanga)
Only responsive, compliant, and qualified bidders who attended the compulsory site visit will be considered.
