The Railway Safety Regulator (RSR), a national public entity under the Department of Transport, has issued a Request for Quotation (RFQ) for the refresh and modernisation of its Corporate Identity (CI). With the implementation of the Railway Safety Act, 2024 (Act No. 30 of 2024), the RSR is strengthening its regulatory mandate and requires a contemporary, authoritative visual identity that reflects its enhanced role in ensuring safe, efficient, and accountable rail operations across South Africa. Submissions must be completed exclusively via the eTenders portal by 16:00 on Thursday, 5 March 2026.
This strategic branding opportunity is open to experienced design agencies with a proven track record in public sector or regulatory institution rebranding.
Strategic Context: A New Era for Rail Safety Regulation
The RSR’s current CI, approved in 2018, no longer aligns with its expanded statutory authority, digital communication needs, and stakeholder engagement strategy. The refreshed identity must project credibility, modernity, and regulatory strength, while maintaining continuity with the existing brand heritage. The outcome will inform all future communications, signage, digital platforms, and official documentation.
Scope of Work: Comprehensive CI Development and Implementation
The successful service provider will deliver:
- A modernised logo and visual system aligned with the RSR’s strengthened mandate
- A complete Corporate Identity Manual covering typography, colour palette, imagery, tone of voice, and usage guidelines
- Application templates for stationery, signage, uniforms, vehicle livery, and digital assets
- Guidance on brand rollout across print, web, social media, and physical environments
- At least three conceptual options with rationale, followed by refinement of the selected direction
All work must comply with the Public Finance Management Act (PFMA) and National Treasury branding guidelines.
Mandatory Submission Requirements
To be considered, quotations must include:
- A formal quote on company letterhead with firm, VAT-inclusive pricing
- Valid SARS Tax Compliance PIN or clearance certificate
- Proof of registration on the Central Supplier Database (CSD)
- B-BBEE Certificate or sworn affidavit (Level 1–8 or EME/QSE)
- Completed Standard Bidding Documents: SBD 4 (Declaration of Interest) and SBD 6.1 (Preference Points Claim)
- Three (3) verifiable client references for similar CI/branding projects within the past five years
Quotations must be submitted exclusively via the eTenders portal—no emails, faxes, or hard copies will be accepted.
Evaluation Criteria: Functionality and 80/20 Preference System
Quotations will be assessed in two stages:
- Functionality Review: Based on portfolio quality, methodology, understanding of regulatory context, and reference validation (minimum 70/100 points required)
- 80/20 Preferential Procurement Scoring:
- 80 points: Price (lowest compliant = 80; others scored proportionally)
- 20 points: Specific Goals, including Black, women, youth, disability ownership, and local presence in Gauteng
Only responsive, compliant, and qualified bidders will be considered.
