The Department of Forestry, Fisheries and the Environment (DFFE) has issued a Request for Quotation (RFQ) under reference number RFQ 356 Meat Marion 2026 for the supply and delivery of fresh and processed meat products to support the 2026 Marion Island Relief Voyage aboard the S.A. Agulhas II. The vessel is scheduled to depart Cape Town on 7 April 2026, and all meat must be delivered to the SANAP Warehouse at the East Pier Building, V&A Waterfront, Cape Town, in the first week of April. Submissions must be emailed by 11:00 on Monday, 2 March 2026, to RFQCT@dffe.gov.za.
This is a critical logistical opportunity for certified meat suppliers with experience in expedition provisioning and cold-chain compliance.
Mission Context: Sustaining South Africa’s Antarctic Research Outpost
Marion Island hosts the South African National Antarctic Programme (SANAP) research station, where scientists and support staff live in extreme isolation for extended periods. The annual relief voyage delivers essential supplies, including food, fuel, and equipment. The meat order ensures nutritional adequacy and morale for overwintering teams, requiring strict adherence to hygiene, shelf-life, and packaging standards.
Scope of Supply: Comprehensive Meat Provisioning
The successful service provider will supply:
- Fresh and frozen beef, pork, lamb, and poultry (including stewing beef, mince, sausages, ribs, and whole chickens)
- Processed meats: sandwich ham, salami cervelat, bacon, and viennas
- All items must comply with the South African Foodstuffs, Cosmetics and Disinfectants Act No. 54 of 1972 and the Health Act No. 63 of 1977
- Packaging must be durable, labelled, and suitable for long-term cold storage in remote conditions
Quantities are specified in Annexure A of the tender document, with exact volumes based on crew size and mission duration.
Mandatory Submission Requirements
To be considered, quotations must include:
- A formal quote on company letterhead with firm, VAT-inclusive pricing per item
- Valid SARS Tax Compliance PIN or clearance certificate
- Proof of registration on the Central Supplier Database (CSD)
- B-BBEE Certificate or sworn affidavit (Level 1–8 or EME/QSE)
- Completed Standard Bidding Documents: SBD 4 (Declaration of Interest) and SBD 6.1 (Preference Points Claim)
- Proof of HACCP or equivalent food safety certification
Quotations must be submitted exclusively via email—no hard copies, faxes, or postal submissions will be accepted.
Evaluation Criteria: 80/20 Preferential Procurement System
Quotations will be scored using the 80/20 system:
- 80 points: Price (lowest compliant quote = 80; others scored proportionally)
- 20 points: Specific Goals, including Black, women, youth, disability, and military veteran ownership
Only complete, responsive, and compliant submissions will be evaluated.
