SAFCOL Seeks Machinery Hire Provider for Kowyn Plantations

The South African Forestry Company Limited (SAFCOL) has issued a Request for Quotation (RFQ) under reference number RFQ/ROADKOWYN/001/2025 for the as-and-when hire of construction machinery—including a Motor Grader and a Tractor-Loader Backhoe (TLB)—at its Kowyn Plantations. The contract will operate on a wet rate basis, covering operator, fuel, maintenance, and delivery, and will be activated based on operational needs over an unspecified term. Submissions must be emailed by 12:00 on Wednesday, 6 March 2026, to RFQNorth@safcol.co.za or RFQHighveld@safcol.co.za.

This is a strategic opportunity for equipment owners and plant hire companies with experience in forestry or rural civil operations.

Scope of Work: On-Demand Machinery Support for Forestry Infrastructure

The successful service provider will supply:

  • 1 x Motor Grader, fitted with at least three rippers and an enclosed cab (approx. 8,000 kg operating weight)
  • 1 x Tractor-Loader Backhoe (TLB), roadworthy and fully serviced
  • Wet rate pricing, inclusive of operator, fuel, lubricants, routine maintenance, and transport to site
  • Compliance with the National Road Traffic Act (No 93 of 1996) and SAFCOL safety protocols

Machinery must be delivered to the Kowyn SAFCOL Plantations as required, with availability confirmed upon request.

Mandatory Submission Requirements

To be considered, quotations must include:

  • A formal quote on company letterhead with firm, VAT-inclusive wet rates per machine
  • Valid SARS Tax Compliance PIN or clearance certificate
  • Proof of registration on the Central Supplier Database (CSD)
  • B-BBEE Certificate or sworn affidavit (Level 1–8 or EME/QSE)
  • Completed SAFCOL Supplier Code of Conduct declaration
  • Proof of equipment ownership or lease agreement (e.g., eNaTIS documentation)

Quotations must be submitted exclusively via email—no hard copies, faxes, or postal submissions will be accepted.

Evaluation Criteria: Functionality and 80/20 Preference System

Quotations will be assessed in three phases:

  1. Administrative Compliance: Verification of CSD, tax status, and documentation
  2. Functionality Review: Based on equipment condition, availability, and past performance
  3. 80/20 Preferential Procurement Scoring:
    • 80 points: Price (lowest compliant = 80; others scored proportionally)
    • 20 points: Specific Goals, including Black, women, youth, disability ownership, and locality within Limpopo or Mpumalanga

Only responsive, compliant, and qualified bidders will be considered.
