The Airports Company South Africa (ACSA) has issued a Request for Proposal (RFP) under reference number COR8075/2025/RFP for the appointment of valet parking operators at three of South Africa’s busiest international gateways: O.R. Tambo International Airport (Johannesburg), Cape Town International Airport, and King Shaka International Airport (Durban). The contract spans three years, with opportunities for multiple operators per airport, and requires bidders to manage both kiosk/offices and designated parking bays. Submissions must be hand-delivered by 12:00 on Friday, 17 April 2026, to the respective airport tender boxes.
This is a high-value commercial opportunity for experienced parking service providers seeking long-term airport concessions.
Scope of Work: Integrated Valet Services at Key Aviation Hubs
The successful bidders will deliver:
- Professional valet parking services including vehicle collection, secure parking, and return
- Construction and operation of branded kiosks/offices at assigned locations
- Full customer service management, including digital or telephonic booking systems
- Compliance with ACSA safety, security, and customer experience standards
- Payment of fixed monthly rental per bay and per square meter of office space
Opportunities include:
- 15 operator slots at OR Tambo (844 bays + kiosk spaces)
- 6 operator slots at Cape Town (743 bays + 6 kiosks)
- 4 operator slots at King Shaka (200 bays + 4 kiosks)
Each successful bidder may be awarded only one opportunity per airport.
Mandatory Requirements and Documentation
To be considered, proposals must include:
- Valid registration on the Central Supplier Database (CSD)
- SARS Tax Compliance PIN or clearance certificate
- B-BBEE Certificate or sworn affidavit (Level 1–8 or EME/QSE)
- Completed Standard Bidding Documents: SBD 4 (Declaration of Interest) and SBD 6.1 (Preference Points Claim)
- Comprehensive CVs of proposed Operations Managers (one per airport)
- Operations plan detailing booking, check-in, security, and customer service protocols
- Proof of insurance: Public Liability (min. R10 million) and General Liability
Proposals must be submitted in printed format only—no emails, faxes, or digital submissions will be accepted.
Evaluation Criteria: Functionality and 80/20 Preference System
Proposals will be assessed in six stages:
- Administrative Compliance Check
- Substantive Responsiveness Review
- Functionality Assessment (minimum 75/100 points required):
- Operations Plan (35 pts)
- Key Personnel Experience (30 pts)
- Customer Service Strategy (20 pts)
- Transformation Commitment (15 pts)
- Price Evaluation (80 points)
- Specific Goals (20 points): Black ownership, women/youth inclusion, locality
- Final Award Recommendation
Only compliant, responsive, and qualified bidders will proceed to price evaluation.
