The National Lotteries Commission (NLC) has issued a Request for Quotation (RFQ) under reference number RFQ-2026-002-012 for the provision of catering services during an Education and Awareness Workshop to be held in Rustenburg, North West Province. The event will support community engagement and stakeholder sensitisation on responsible grant funding and social impact. Submissions must be completed exclusively via the eTenders portal by 11:00 on Monday, 23 February 2026.

Event Overview: Community Engagement Through Responsible Catering
The workshop, hosted in partnership with the “I Am a Dreamer Foundation,” aims to strengthen transparency, accountability, and public understanding of NLC-funded initiatives. The successful caterer will provide meals for attendees while adhering to strict hygiene, waste management, and logistical requirements in a semi-rural setting.
Scope of Catering Services
The appointed service provider will deliver:
- Nutritious breakfast and lunch for all participants on the event day
- Own cutlery, plates, cups, tablecloths, and serviettes
- On-time delivery and setup at the venue: Freedom Park, Phase 1, Stand 257, Rustenburg, 0309
- Complete waste removal using refuse bags after service completion
- Compliance with municipal health and food safety standards
Caterers must bring all necessary equipment and materials—no on-site provisions will be supplied.
Mandatory Submission Requirements
To be considered, quotations must include:
- A completed pricing schedule with firm, VAT-inclusive rates
- Valid SARS Tax Compliance PIN or clearance certificate
- Proof of registration on the Central Supplier Database (CSD)
- B-BBEE Certificate or sworn affidavit (Level 1–8 or EME/QSE)
- Completed Standard Bidding Document 4 (SBD 4 – Declaration of Interest)
- Municipal certificate of acceptability for food premises
All documents must be uploaded in PDF format via the eTenders portal—no hard copies, emails, or faxes will be accepted.
Evaluation Criteria: 80/20 Preferential Procurement System
Quotations will be scored using the 80/20 system:
- 80 points: Price (lowest compliant quote = 80; others scored proportionally)
- 20 points: Specific Goals, including Black, women, youth, disability, and military veteran ownership
Only complete, responsive, and compliant submissions will be evaluated.
