The Abaqulusi Local Municipality in KwaZulu-Natal has issued an open Request for Bid under reference number 8/2/1/183 for the appointment of a service provider to supply and deliver SABS-approved protective clothing to essential services staff over a 36-month period. The contract covers uniforms for sanitation, fire, electrical, and general municipal workers, with deliveries made on an “as and when required” basis. Scope of Work: SABS-Compliant Protective Clothing for Essential Workers
The successful service provider will supply:
- High-visibility vests, coveralls, and waterproof jackets
- Fire-resistant turnout gear for fire personnel
- Hard hats, safety goggles, gloves, and steel-toe boots
- Specialised protective wear for electrical and sanitation teams
- All items must comply with SABS-approved standards and include manufacturer certification
Deliveries will be made to Corner of High and Mark Street, Vryheid, 3100, based on official purchase orders issued throughout the contract term.
Mandatory Requirements and Documentation
Bidders must submit:
- Valid registration on the Central Supplier Database (CSD)
- SARS Tax Compliance PIN or clearance certificate
- B-BBEE Certificate or sworn affidavit (Level 1–8 or EME/QSE)
- Completed Municipal Bidding Documents (MBDs), including MBD 4 (Declaration of Interest) and MBD 6.1 (Preference Points Claim)
- SABS compliance certificates for all protective clothing offered
- Proof of municipal account compliance (not in arrears beyond 90 days), via utility bill, lease agreement, or letter from local authority
- Certified ID copies of company directors or owners
Incomplete or non-compliant submissions will be disqualified.
Evaluation Criteria: Functionality and 80/20 Preference System
Bids will be assessed using a four-stage process:
- Administrative Compliance Check – verification of all mandatory documents
- Functionality Assessment – based on product quality, delivery capability, and past performance
- Price Evaluation – lowest compliant = 80 points; others scored proportionally
- Specific Goals (20 points) – awarded for Black ownership, women/youth inclusion, disability status, and locality within Abaqulusi Municipality or KwaZulu-Natal
